IN-CONTEXT TRANSLATIONS

A. whereas Article 7(6) of Regulation (EU) 2015/1017 provides that the Managing Director and Deputy Managing Director of the EFSI are to be appointed by the European Investment Bank (EIB) after approval by the European Parliament following an open and transparent selection process in line with EIB procedures, during which the European Parliament shall be kept duly informed in a timely manner at all stages;
A. overwegende dat overeenkomstig artikel 7, lid 6, van Verordening (EU) nr. 2015/1017 de algemeen directeur en de adjunct-algemeen-directeur van het EFSI door de Europese Centrale Bank (EIB) worden benoemd na goedkeuring door het Europees Parlement en aan de hand van een open en transparante selectieprocedure overeenkomstig de procedures van de EIB, gedurende welke het Europees Parlement in elke fase naar behoren en tijdig op de hoogte wordt gehouden;

w. to ensure transparency in the negotiations throughout the entire process in line with the Commission’s obligation , under Article 218(10) TFEU, whose statutory character has been confirmed by the ECJ in a recent ruling, to keep Parliament fully informed on an immediate basis at all stages of the negotiations; to work towards an agreement with the US Administration regarding access for all parliamentarians to the consolidated negotiation texts; to ensure access for the public to relevant negotiation documents from all parties, with the exception of those which are to be classified with clear justification on a case-by-case basis, in line with Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents;
w. transparantie te waarborgen in het hele onderhandelingsproces in overeenstemming met haar verplichting, op grond van artikel 218, lid 10, VWEU, waarvan het Europees Hof van Justitie in een kort geleden gewezen vonnis de statutaire aard heeft bevestigd, om het Parlement onmiddellijk en volledig op de hoogte te brengen in alle fasen van de onderhandelingen; te werken aan een overeenkomst met de regering van de VS betreffende de toegang van alle parlementsleden tot de geconsolideerde onderhandelingsteksten; de toegang voor het publiek te verzekeren tot de relevante onderhandelingsdocumenten van alle partijen, met uitzondering van documenten die vertrouwelijk zijn, met een duidelijke rechtvaardiging per geval, in overeenstemming met Verordening (EG) nr. 1049/2001 van het Europees Parlement en de Raad van 30 mei 2001 inzake de toegang van het publiek tot documenten van het Europees Parlement, de Raad en de Commissie;

24. Notes that all agencies have examined their internal administrative processes in line with the previous recommendations from the discharge authority; notes furthermore that a number of agencies already have a regular process assessment carried out in accordance with ISO Certification (ISO 9001) as well as audits performed by their quality and internal audit departments; acknowledges that some agencies have contracted the assistance of consultants to undertake an evaluation of their internal administrative processes;

To assure that the high quality of testing is kept over time Member States are required to set up a quality assurance system that covers the processes of authorisation, supervision and withdrawal, suspension or cancellation of the authorisation to perform roadworthiness tests.

In all, this agreement would establish a European framework under which citizens have a visible process in which to make their views known; national authorities would be required to follow clear parameters in taking decisions; operators should get more predictability and legal certainty as a result; the Commission, if required, performs a quality check on the process in line with international commitments; decisions on the substance remain firmly in the hands of Member States.
Over het geheel genomen wordt met deze overeenkomst een Europees kader opgericht dat burgers een duidelijk proces verschaft om hun standpunten bekend te maken; nationale autoriteiten worden verplicht duidelijke parameters te volgen bij de besluitvorming; exploitanten krijgen hierdoor meer voorspelbaarheid en rechtszekerheid; de Commissie zal dit proces eventueel onderwerpen aan een kwaliteitscontrole overeenkomstig de internationale verbintenissen; de lidstaten blijven volledig bevoegd wat de inhoudelijke aspecten betreft.

Referring to the determination of the EU to accomplish the enlargement process in line with the roadmap endorsed at the Nice European Council, and the impact this would have on the EEA, the EEA Council underlined the common objective of having the accession of new members simultaneously to the EU and to the EEA, in order to maintain the homogeneity of the European Economic Area.
