A review of the Risk Capital Action Plan was sent to ECOFIN in autumn 1999, which led to the ECOFIN Council requesting the Commission to set up a risk capital benchmarking processThe Commission is finalising its proposal to develop some key indicators such as : venture capital/GDP ratio; number of companies obtaining seed capital, number of new IPO's etc. Secondly, in the context of the Commission's e-Europe, a initiative which the Commission proposed setting a target of tripling early stage finance by 2003, the Commission subsequently tabled a working paper to the Economic Finance Committee on improving the coherence of all the Community's financial instruments to facilitate the growth of risk capital and fast growing companies.
In het najaar van 1999 werd een evaluatie van het actieplan risicokapitaal aan de Raad ECOFIN toegezonden, als gevolg waarvan de Raad ECOFIN de Commissie verzocht een proces van benchmarking voor risicokapitaal te starten. The Commission proposes further measures, through a standardisation mandate and in collaboration with industry, to initiate a process in the European Standardisation Organisations to analyse the specific needs and priorities of the Intelligent Vehicle Safety Systems for accelerated standardisation in ISO, CEN and ETSI of emerging communications protocols for the vehicle-vehicle and vehicle-infrastructure communications, and for promotion of the development of open platforms, open system architecture, and standard software, communication protocols, services and human-machine interactions.

What is needed is a clear specification of a fixed period of application for the regulation so that, when it expires, Parliament will be able to participate fully in a review of the instrument(s).

Maintaining the Council's six month financing system in favour of the Special Co-ordinator and his office seems however too short a time to allow the development of consistent strategies. The rapporteur therefore proposes establishing a one-year mandate system.

The Commission considers that a harmonised Community approach to the design of control systems would make for more consistent and better-quality controls. It therefore proposes a Community framework of national control systems comprising three core elements: definition of operational criteria set up at Community level; development of Community control guidelines; and enhanced administrative cooperation in the design and operation of control systems.
