In particular, the Commission should be empowered to establish the specific procedures, tests and requirements for the type-approval of motor vehicles, components and separate technical units; to define more precisely the characteristics a tyre must fulfil to be defined as ‘special use tyre’, ‘off-road professional tyre’, ‘reinforced tyre’, ‘extra load tyre’, ‘snow tyre’, ‘T-type temporary-use spare tyre’ or ‘traction tyre’; to set out specific safety requirements for vehicles intended for the transport of dangerous goods by road within or between Member States; to exempt certain vehicles or classes of vehicles of categories M, M, N and N from the obligation to install advanced emergency braking systems and/or lane departure warning systems; to amend the limit values on rolling resistance and rolling noise for tyres as a result of changes in test procedures without lowering the level of protection of the environment; to establish rules on the procedure for the determination of noise levels of tyres; to shorten the sell-off period for tyres not complying with the requirements set out in this Regulation and its implementing measures; and to amend Annex IV to include the Regulations of the United Nations Economic Commission for Europe (UNECE Regulations) which are mandatory under Council Decision 97/836/EC of 27 November 1997 with a view to accession by the European Community to the Agreement of the United Nations Economic Commission for Europe concerning the adoption of uniform technical prescriptions for wheeled vehicles, equipment and parts which can be fitted to and/or be used on wheeled vehicles and the conditions for reciprocal recognition of approvals granted on the basis of these prescriptions .

This Protocol shall be open for signature at Kiev (Ukraine) from 21 to 23 May 2003 on the occasion of the fifth Ministerial Conference ‘Environment for Europe’, and thereafter at United Nations Headquarters in New York until 31 December 2003, by all States which are Members of the United Nations and by regional economic integration organisations constituted by sovereign States Members of the United Nations to which their Member States have transferred competence over matters governed by this Protocol, including the competence to enter into treaties in respect of these matters.

This Convention shall be open for signature at Aarhus (Denmark) on 25 June 1998, and thereafter at United Nations Headquarters in New York until 21 December 1998, by States' members of the Economic Commission for Europe as well as States having consultative status with the Economic Commission for Europe pursuant to paragraphs 8 and 11 of Economic and Social Council Resolution 36 (IV) of 28 March 1947, and by regional economic integration organisations constituted by sovereign States' members of the Economic Commission for Europe to which their Member States have transferred competence over matters governed by this Convention, including the competence to enter into treaties in respect of these matters.

26. The need to co-operate closely with international institutions such as the World Health Organisation, the United Nations Environment Programme, the United Nations Commission on Sustainable Development, the United Nations Economic Commission for Europe and the Organisation for Economic Co-operation and Development, in developing the external dimension of the Strategy, taking into account the goals set by the World Summit on Sustainable Development and the UN Millennium declaration.
26. Het is nodig nauw samen te werken met internationale instellingen, zoals de Wereldgezondheidsorganisatie, het Milieuprogramma van de Verenigde Naties, de VN-Commissie voor Duurzame Ontwikkeling, de Economische Commissie voor Europa van de Verenigde Naties en de Organisatie voor Economische Samenwerking en Ontwikkeling, voor de ontwikkeling van de externe dimensie van de strategie, rekening houdend met de doelen die zijn gesteld door de Wereldtop inzake duurzame ontwikkeling en in de VN-Millenniumverklaring.

The present Protocol shall be open for signature at Sofia from 1 November to 4 November 1988 inclusive, then at the Headquarters of the United Nations in New York until 5 May 1989, by the Member States of the Commission as well as States having consultative status with the Commission, pursuant to paragraph 8 of Economic and Social Council resolution 36 (IV) of 28 March 1947, and by regional economic intregration organizations, constituted by sovereign States, members of the Commission, which have competence in respect of the negotiation, conclusion and application of international agreements in matters covered by the Protocol, provided that the States and organizations concerned are Parties to the Convention.

Dit Protocol staat open voor ondertekening te Sofia van 1 november 1988 tot en met 4 november 1988 en daarna op de zetel van de Verenigde Naties te New York tot 5 mei 1989 door de lidstaten van de Commissie, alsmede door de Staten die een raadgevende status bij de Commissie hebben krachtens het bepaalde in paragraaf 8 van Resolutie 36 (IV) van de Economische en Sociale Raad van 28 maart 1947, en door organisaties voor regionale economische integratie die door soevereine Staten die lid zijn van de Commissie zijn opgericht en die bevoegd zijn te onderhandelen over internationale overeenkomsten met betrekking tot de onder dit Protocol vallende aangelegenheden en zulke overeenkomsten te sluiten en toe te passen, mits de betrokken Staten en organisaties partij bij het Verdrag zijn.
