The purpose of such special upgrading programme should be to enable participants in that programme to upgrade their professional qualification to successfully satisfy all the minimum training requirements set out in Directive 2005/36/EC.

These Directives require Member States to recognise the professional experience of people in the sectors concerned gained in another Member State, but do not require them to recognise professional qualifications obtained in another Member State.
