Despite the requirement in the Water Framework Directive to protect, enhance and restore all bodies of surface and ground water, and considerable efforts to date, the objective of ‘good ecological status’ by 2015 is likely to be met only for 53 % of surface water bodies in the Union .

Considers that the redundancies in the 'repair and installation of machinery and equipment' sector in the region of Southern and Eastern Ireland are linked to major structural changes in world trade patterns due to globalisation, as shown by the closure of LTAI as a result of a serious shift in Union trade in goods and services resulting from a technological shift towards the production of new generation aircraft and components, by the shift in wider aircraft component production practices with resultant impacts on the market fundamentals of the underlying business model of LTAI and the shift in location of global aircraft production; notes that the tendency for West European and US carriers is to send their wide-bodied aircraft to China for heavy maintenance and that even the parent company Lufthansa Technik has decided to base its global Airbus A330/340 MRO operations at its Lufthansa Technik Philippines subsidiary;
4. is van mening dat de ontslagen in de sector „reparatie en installatie van machines en apparaten” in de regio zuidelijk en oostelijk Ierland verband houden met grote structurele veranderingen in de wereldhandelspatronen ingevolge de globalisering, zoals is gebleken uit de sluiting van LTAI als gevolg van een sterke verschuiving in de handel van de Unie in goederen en diensten die weer het resultaat is van een technische verschuiving naar de productie van een nieuwe generatie vliegtuigen en componenten, de verandering in de productie van vliegtuigcomponenten in bredere zin met hieruit voortvloeiende gevolgen voor de marktfundamenten van het onderliggende bedrijfsmodel van LTAI en de verandering van de locatie van de mondiale productie van vliegtuigen; wijst op de tendens onder West-Europese en Amerikaanse luchtvaartmaatschappijen om hun mammoetvliegtuigen voor groot onderhoud naar China te sturen, terwijl zelfs de moederonderneming Lufthansa Technik heeft besloten om alle onderhouds- en reparatiewerkzaamheden (MRO) van de Airbus A330/340 bij dochtermaatschappij Lufthansa Technik Philippines onder te brengen;

(23)In order to preserve financial stability, it is important that competent authorities be able to remedy the deterioration of an institution's financial and economic situation before that institution reaches a point at which authorities have no other alternative than to resolve it. To this end, competent authorities should be granted early intervention powers, including the power to replace the management body of an institution with a special manager; this would serve as a means of exerting pressure on the institution in question to take measures to restore its financial soundness and/or to reorganise its business so as to ensure its viability at an early stage. The task of the special manager should be to take all measures necessary and promote solutions in order to redress the financial situation of the institution. The appointment of the special manager should not however derogate from any rights of the shareholders or owners or procedural obligations established under Union or national company law and should respect international obligations of the Union or Member States, relating to investment protection. The earlyintervention powers should include those already specified under Directive 2006/48/EC of the European Parliament and of the Council of 14 June 2006relating to the taking up and pursuit of the business of credit institutionsfor circumstances other than those considered as early intervention as well as other situations considered necessary to restore the financial soundness of an institution.

The available measures may if necessary include the withdrawal of marginally compliant aircraft. Member States, or airport managing bodies, as appropriate, may offer economic incentives to encourage aircraft operators to use less noisy aircraft during the transitional period referred to in point (4) of Article 2.

(ii) Member States shall protect, enhance and restore all bodies of surface water, subject to the application of subparagraph (iii) for artificial and heavily modified bodies of water, with the aim of achieving good surface water status at the latest 15 years after the date of entry into force of this Directive, in accordance with the provisions laid down in Annex V, subject to the application of extensions determined in accordance with paragraph 4 and to the application of paragraphs 5, 6 and 7 without prejudice to paragraph 8.
