The aim of the Commission proposal was to increase the voluntary renunciation of sugar production quotas under the temporary arrangements for restructuring the sugar industry , as the level of quotas-renunciation initially expected had not been reached.

The aim is to provide additional funds to these countries, on which the reforms will have a major impact, in order to enable them to restructure their sugar industry or diversify their economies and to cope with the serious social, economic and environmental consequences of these changes.
