Steps should be taken at Union and international level to further strengthen and improve the science-policy interface and citizen engagement, such as through the appointment of Chief Scientific Advisors, as already done by the Commission and some Member States, or by making better use of institutions or bodies specialising in adapting scientific knowledge for public policy, such as national environment agencies and the European Environment Agency, as well as the European Environment Information and Observation Network (EIONET).

Since the European Environment Agency set up by Council Regulation (EEC) No 1210/90 of 7 May 1990 on the establishment of the European Environment Agency and the European Environment Information and Observation Network (11) has the task of providing the Community with objective, reliable and comparable environmental information at Community level, and aims inter alia to improve the flow of policy-relevant environmental information between Member States and the Community institutions, it should contribute actively to the implementation of this Directive.
Aangezien het Europees Milieuagentschap dat bij Verordening (EEG) nr. 1210/90 van de Raad van 7 mei 1990 inzake de oprichting van het Europees Milieuagentschap en het Europees milieuobservatie- en -informatienetwerk (11) is opgericht, tot taak heeft de Gemeenschap objectieve, betrouwbare en vergelijkbare milieu-informatie op communautair niveau te verschaffen en er onder meer naar streeft de stroom van beleidsrelevante milieu-informatie tussen de lidstaten en de communautaire instellingen te verbeteren, moet dit agentschap een actieve bijdrage leveren tot de uitvoering van deze richtlijn.

Based on the review, it shall, if appropriate, come forward with legislative proposals, in accordance with the procedure laid down in Article 251 of the Treaty, to amend Annexes I and/or II. In its review and in preparing any proposal, the Commission shall take account of all relevant information, which might include the results of the monitoring programmes implemented under Article 8 of Directive 2000/60/EC, of Community research programmes, and/or of recommendations from the Scientific Committee on Health and Environmental Risks, Member States, the European Parliament, the European Environment Agency, European business organisations and European environmental organisations.
Op basis van deze herziening zal zij eventueel, volgens de procedure van artikel 251 van het Verdrag, met wetgevingsvoorstellen tot wijziging van de bijlagen I en/of II komen. In the health field, the Joint Research Centre and six Community agencies are key to rendering scientific advice relevant to public health emergencies, namely the ECDC, the European Medicines Evaluation Agency (EMEA), the European Food Safety Authority (EFSA), the European Environment Agency (EEA), the European Monitoring Centre for Drug and Drug Addiction (EMCDDA) and the European Agency for Occupational Health and Safety at Work (EU-OSHA).

The information that forms the knowledge base (i.e. data, statistics, indicators, or best practice of either a scientific, technical or economic nature) comes from a variety of sources and stakeholders, notably Member States, the European Environment Agency (EEA), Eurostat, the Community's 6th RTD Framework Programme and the various national research programmes and organisations.

5. In preparing its proposal, the Commission shall take account of recommendations from the Scientific Committee on Toxicity, Ecotoxicity and the Environment, Member States, the European Parliament, the European Environment Agency, Community research programmes, international organisations to which the Community is a party, European business organisations including those representing small and medium-sized enterprises, European environmental organisations, and of other relevant information which comes to its attention.
5. Bij het opstellen van haar voorstel houdt de Commissie rekening met aanbevelingen van het Wetenschappelijk Comité voor de toxiciteit, de ecotoxiciteit en het milieu, de lidstaten, het Europees Parlement, het Europees Milieuagentschap, communautaire onderzoeksprogramma's, internationale organisaties waarbij de Gemeenschap is aangesloten, Europese bedrijfsorganisaties, waaronder organisaties die de kleine en middelgrote ondernemingen vertegenwoordigen, Europese milieuorganisaties en andere relevante informatie die onder haar aandacht komt.
