The Commission shall consult the stakeholders in accordance with Articles 6 and 10 of Regulation (EC) No 549/2004 including through the European Defence Agency, within its remit to facilitate the coordination of military views, and the consultative group of experts on the social dimension of the single European sky on its proposals for common projects.

In the EESC's view, efforts to strengthen the social dimension and social values in Europe are important, but the added value, timing and focus of this project should be considered, and account should be taken of ongoing initiatives in related fields.

Fully supports the efforts aimed at establishing by 2010 a comprehensive Western Balkans Investment Framework for the coordination of grants and loans offered by the Commission, by international financial institutions and by individual country donors; welcomes the Infrastructure Project Facility (IPF) and points out that IPF projects in the fields of transport, the environment, energy and the social sector should be developed and carried out with a clear regional perspective; stresses the need for closer coordination in order to ensure effective complementarity, coherence and efficiency of assistance in the Western Balkans; believes that these coordinated loan/grant facilities should be directed in particular towards those potential candidate countries which do not have access to funds from all five components of the Instrument for Pre-Accession Assistance (IPA); stresses the importance of regional cooperation in the area of best practice as regards access to the pre-accession funds;
12. staat volledig achter de inspanningen die bedoeld zijn om tegen 2010 een algeheel investeringskader voor de westelijke Balkan vast te stellen voor de coördinatie van de subsidies en leningen die door de Commissie, internationale financiële instellingen en individuele landendonoren worden verstrekt; juicht de faciliteit voor infrastructuurprojecten toe (IPF) en wijst erop dat infrastructuurprojecten op het gebied van transport, milieu, energie en de sociale sector moeten worden ontwikkeld en uitgevoerd vanuit een duidelijk regionaal gezichtspunt; benadrukt het belang van betere coördinatie met als doel te zorgen voor effectieve complementariteit, samenhang en efficiëntie van de steun aan de westelijke Balkanlanden; is van mening dat deze gecoördineerde subsidies/leningen in het bijzonder bedoeld moeten zijn voor potentiële kandidaat-lidstaten die niet in aanmerking komen voor de middelen uit de vijf componenten van het instrument voor pretoetredingssteun (IPA) ; benadrukt het belang van regionale samenwerking op het gebied van goede praktijken aangaande het aantrekken van pre-toetredingsmiddelen;

To better assess the social consequences of globalisation and better target its external aid interventions, the European Community intends to promote the mainstreaming of this social dimension, in particular in the above-mentioned areas and at the programming and implementation stages of its programmes and projects.
Om de sociale gevolgen van het globaliseringsproces beter in te schatten en tot doelgerichter buitenlandse hulpactiviteiten te komen zal de Europese Unie de sociale dimensie tevens sterker laten meewegen bij de planning en uitvoering van de verschillende programma's en projecten voor bepaalde regio's en derde landen.

* Continue implementation and preparation of EU human rights-related assistance programmes addressing the rule of law and legal reform (EU-China Legal and Judicial Co-operation Programme), economic, social, cultural, civil and political rights (EU/China Network on the ratification and implementation of UN Covenants, Programme of support to economic, social and cultural rights in Yunnan Province, Chinese Disabled Persons Federation, EU-China Human Rights Small Project Facility, Scholarships for the Masters of Law course in Human Rights at the University of Hong Kong) and democracy (EU-China Training Programme on Village Governance).

To achieve sustainable economic development in developing countries, it will be necessary, in the light of this experience, to add a social dimension to the structural adjustment programmes imposed by the international financial institutions before account can be taken of the social situation in such countries, and also to insist on good governance in the countries concerned.
Dit in aanmerking genomen, is het voor een duurzame economische ontwikkeling in ontwikkelingslanden noodzakelijk dat de structurele aanpassingsprogramma's van de internationale financiële instellingen worden uitgebreid met een "sociale dimensie". Alleen dan kan voldoende rekening worden gehouden met de sociale omstandigheden in de betreffende landen.
