(12 ) The establishment of nutrient profiles should take into account the content of different nutrients and substances with a nutritional or physiological effect, in particular those such as fat, saturated fat, trans-fatty acids, salt/sodium and sugars, excessive intakes of which in the overall diet are not recommended, as well as poly- and mono-unsaturated fats, available carbohydrates other than sugars, vitamins, minerals, protein and fibre.

By way of derogation from Article 3, a feed additive which has been placed on the market pursuant to Directive 70/524/EEC and urea and derivatives, an amino acid, salt of an amino acid or analoguous substance which was listed in points 2.1, 3 and 4 of the Annex to Directive 82/471/EEC, may be placed on the market and used in accordance with the conditions specified in Directives 70/524/EEC or 82/471/EEC and their implementing measures, including in particular specific labelling provisions concerning compound feed and feed materials, provided that the following conditions are met:
(1) In afwijking van artikel 3 mogen een toevoegingsmiddel dat krachtens Richtlijn 70/524/EEG in de handel is gebracht, en ureum en zijn derivaten, een aminozuur of zout van een aminozuur of een analoge stof die is opgenomen in de punten 2.1, 3 of 4 van de bijlage bij Richtlijn 82/471/EEG, in de handel gebracht en gebruikt worden overeenkomstig de voorwaarden gesteld in Richtlijn 70/524/EEG, respectievelijk Richtlijn 82/471/EEG en in de bepalingen ter uitvoering daarvan, met name specifieke etiketteringsvoorschriften voor mengvoeders en voedermiddelen omvatten, mits aan de volgende voorwaarden wordt voldaan:

1. By way of derogation from Article 4, a feed additive which has been placed on the market pursuant to Directive 70/524/EEC and an amino acid, salt of an amino acid, and analogous substance which was listed in points 3 and 4 of the Annex to Directive 82/471/EEC before the date referred to in the second paragraph of Article 26 of this Regulation, may be placed on the market and used in accordance with the conditions specified in the entries in the annexes to Directives 70/524/EEC or 82/471/EEC relating to that substance, provided that the following conditions are met:
(1) In afwijking van artikel 4 mag een toevoegingsmiddel dat vóór de in artikel 26, tweede alinea, genoemde datum krachtens Richtlijn 70/524/EEG in de handel is gebracht en een aminozuur of zout van een aminozuur dat, of een analoge stof die, voor bedoelde datum is opgenomen in punt 3, respectievelijk punt 4 van de bijlage bij Richtlijn 82/471/EEG, in de handel gebracht en gebruikt worden overeenkomstig de voorwaarden zoals opgenomen in de vermeldingen in de bijlage bij Richtlijn 70/524/EEG, respectievelijk Richtlijn 82/471/EEG betreffende de betrokken stof, mits aan de volgende voorwaarden wordt voldaan:

(3) The opinion of the Scientific Committee on Food on cyclamic acid and its sodium and calcium salts (which led to the establishment of a new Acceptable Daily Intake (ADI)) and recent studies on the intake of cyclamates lead to a reduction of the maximum usable doses of cyclamic acid and its sodium and calcium salts.
