Such knowledge provider functions can relate notably to the EIT headquarters becoming an information broker and resourceful interlocutor, e.g. in fostering cross-KIC exchange and mutual learning, facilitating relations with the Union institutions and other key organisations, such as the Organisation for Economic Co-operation and Development (OECD), or on specific horizontal issues, such as counselling on IP, technology and knowledge transfer, benchmarking against international best practices, or undertaking anticipation and foresight studies to identify future directions for the EIT and the KICs.

Considers that networks of excellence are needed in order to secure Europe's leading position in the economic and technological fields; believes that the Member States and regions should support the development of clusters of excellence and measures to encourage competition and cooperation among them in order to boost further the culture of innovation; believes that the Commission, Member States and regional and local authorities should take further steps actively to support closer cooperation between public authorities, research institutions, universities and industry;

Whether or not this is eventually expressed in the South American Community of Nations, recently created through a merger between Mercosur and the CAN, only time will tell, but whatever form it takes in the end, there is no doubt that both Mercosur and the CAN will form the basis of any future reorganisation of the South American political, economic and institutional landscape and of any free trade area that may be created within it.
Alleen de toekomst kan ons vertellen of deze onderneming op termijn al dan niet nader uitgewerkt moet worden met de gloednieuwe Zuid-Amerikaanse Gemeenschap via het convergentieproces van de Mercosur en de Andesgemeenschap. Maar in welke vorm dit uiteindelijk ook zal worden gegoten, vast staat dat zowel de Mercosur als de Andesgemeenschap aan de basis staan van iedere toekomstige reorganisatie van de politieke, economische en institutionele Zuid-Amerikaanse ruimte, alsmede aan die van welke eventuele vrijhandelszone dan ook binnen diezelfde ruimte.
