IN-CONTEXT TRANSLATIONS

In this context, the Commission and the EIB Group (EIB-EIF), launched in 2005 a new joint initiative known by the acronym “JEREMIE” (Joint European Resources for Micro to Medium Enterprises) to improve access to finance and develop micro credit for SMEs in the regions supported by the Structural Funds in the next budget period.
In deze context hebben de Commissie en de EIB-groep (EIB-EIF) een nieuw gezamenlijk initiatief gelanceerd, bekend onder het acroniem “JEREMIE” (Joint European Resources for Micro to Medium Enterprises) en bestemd voor de verbetering van de toegang tot financiële middelen en de ontwikkeling van minikredieten voor het mkb in de door de Structuurfondsen gesteunde regio’s in de volgende begrotingsperiode.

The Commission encourages Member States (including relevant national and regional authorities) to: · work towards better alignment and synergies of their funding instruments with EU funding initiatives; this includes their research and innovation programmes, in particular in connection with relevant Joint Programming Initiatives and AAL; · make effective use of Structural Funds, in line with the Partnership priorities, as appropriate, in particular with a view to: – enhancing the use, quality, interoperability of and access to ICT including e-health, and strengthening research, technological development and innovation; – promoting social inclusion and combating poverty, including through investing in health and social infrastructure; – promoting measures to fight against discrimination of older people both in accessing the labour market and in the work place (e.g. innovative, accessible and age-friendly forms of work organisation, longer healthier working lives); – fostering investments to modernise national and regional health systems, and giving priority to a shift from institutional care to community-based care, while enhancing independent living. · consider including the Partnership priorities and objectives among their strategic priorities in order to make use of structural funds; · engage in the activities of the Partnership through the procurement of more innovative and efficient solutions.
De Commissie moedigt de lidstaten (inclusief relevante nationale en regionale autoriteiten) aan om: · te streven naar een betere afstemming en synergieën tussen hun financieringsinstrumenten en de financieringsinitiatieven van de EU; dit omvat hun onderzoek- en innovatieprogramma's, met name in samenhang met relevante gezamenlijke programmeringsinitiatieven en AAL; · effectief gebruik te maken van de structuurfondsen, zo nodig in lijn met de partnerschapsprioriteiten, met name om: – het gebruik, de kwaliteit, de interoperabiliteit van en de toegang tot ICT, inclusief e-gezondheid, te verbeteren en het onderzoek, de technologische ontwikkeling en de innovatie te versterken; – de sociale inclusie te bevorderen en de armoede te bestrijden, onder meer door te investeren in gezondheids- en sociale infrastructuur; – maatregelen te bevorderen ter bestrijding van de discriminatie van ouderen, zowel bij de toegang tot de arbeidsmarkt als op de werkplek (bv. innovatieve, toegankelijke en leeftijdsvriendelijke vormen van werkorganisatie, langere gezondere arbeidslevens); – investeringen te bevorderen voor de modernisering van nationale en regionale gezondheidsstelsels en prioriteit toe te kennen aan de verschuiving van institutionele zorg naar gemeenschapsgebaseerde zorg, waardoor het zelfstandig leven wordt verbeterd; · te overwegen om de prioriteiten en de doelstellingen van het partnerschap op te nemen in hun strategische prioriteiten om gebruik te maken van de structuurfondsen; · deel te nemen aan de activiteiten van het partnerschap via het plaatsen van overheidsopdrachten voor meer innovatieve en efficiënte oplossingen.

These were jointly assessed by DG Enlargement and DG Regional Policy (in co-ordination with the other Structural Funds DGs), with the aim of providing the candidate countries with useful recommendations for the forthcoming preparation of the Structural Funds programming documents.
