The Commission will: (19) Promote, in accordance with the domestic and EU rules applicable, the exchange of operational information and practical know-how and experience on the prevention of violent and racist incidents between law enforcement services and with sport organisations; (20) Analyse possibilities for new legal instruments and other EU-wide standards to prevent public disorder at sport events; (21) Promote a multidisciplinary approach to preventing anti-social behaviour, with a special focus given to socio-educational actions such as fan-coaching (long-term work with supporters to develop a positive and non-violent attitude); (22) Strengthen regular and structured cooperation among law enforcement services, sport organisations and other stakeholders; (23) Encourage the use of the following programmes to contribute to the prevention of and fight against violence and racism in sport: Youth in Action, Europe for Citizens, DAPHNE III, Fundamental Rights and Citizenship and Prevention and Fight against Crime; (24) Organise a high level conference to discuss measures to prevent and fight violence and racism at sport events with stakeholders.

In this context, the Council BROADLY SUPPORTS the initiatives identified by the Commission in the area of retail financial services, and in particular ENCOURAGES the development, by the banking sector, of a set of common rules on bank accounts, to facilitate bank switching and access by non-residents, to the benefit of all consumers, bearing in mind the positive effects expected from increased customer mobility on competition; SUPPORTS the Commission in its intentions to look into the obstacles to broader product availability, in particular assessing the possibilities of a 28 regime and further use of competition policy tools; STRESSES the importance of eliminating barriers to supply and demand for retail products on a cross-border basis and of examining the preconditions for access to, and availability of, credit data in promoting competitive retail markets LOOKS FORWARD to the Commission communication on the need for a more coherent approach to product transparency and distribution requirements for "competing" retail investment products; SUPPORTS examination by the Commission of possible improvements to financial services redress mechanisms; And ENCOURAGES greater and continued engagement with consumers so as to try out, where relevant, the proposed measures with consumer testing panels, and/or discuss them with expert groups gathering professionals and users.

Het gaat er hierbij om of Europa op eigen grondgebied zeggenschap heeft over diensten voor plaatsbepaling, navigatie en nauwkeurige tijdsbepaling, of het in staat is de economische groei en werkgelegenheid te ondersteunen door zijn industrie de mogelijkheden te bieden om in deze hightech sector te concurreren en of het ervoor kan zorgen dat de Europese gebruikers kunnen beschikken over een systeem dat aan hun behoeften voldoet.
