(1) The objective of Decision No 1720/1999/EC of the European Parliament and of the Council(4) is for the Community to achieve a high degree of interoperability between the trans-European telematic networks established between the Member States and the Community institutions in order to support the establishment of economic and monetary union and the implementation of Community policies, as well as to achieve substantial benefits for Member State administrations and the Community by streamlining operations and speeding up implementation of new networks and enhancements.

4. The Commission shall make use of the existing technical platform within the Community framework of the trans-European telematic network for the interchange of data between administrations.

The IDA (Interchange of Data between Administrations) programme aims to promote the development and operation of trans-European telematic networks for data interchange between Member State administrations and/or the Community institutions.
Doel van het IDA-programma (Interchange of Data between Administrations) is het bevorderen van de ontwikkeling en de operationele totstandbrenging van trans-Europese netten voor elektronische gegevensuitwisseling tussen de overheidsdiensten van de lidstaten en/of instellingen van de Gemeenschap.

Under the IDA programme, the Commission has set up and funded for the last two years a secure network communications infrastructure for data interchange (TESTA - Trans-European Services for Telematics between Administrations) between practically all the administrations of the Member States - and soon of the accession countries as well - and the European institutions.

(9) The CECIS should be set up on the basis of a global implementation plan (GIP) as part of the PROCIV-NET project conducted and financed in the context of a programme for the interchange of data between administrations, the IDA programme as provided for in Decision No 1719/1999/EC of the European Parliament and the Council of 12 July 1999 on a series of guidelines, including the identification of projects of common interest, for trans-European networks for the electronic interchange of data between administrations (IDA)(4), as last amended by Decision No 2046/2002/EC(5), and Decision No 1720/1999/EC of the European Parliament and of the Council of 12 July 1999 adopting a series of actions and measures in order to ensure interoperability of and access to trans-European networks for the electronic interchange of data between administrations (IDA)(6), as last amended by Decision No 2045/2002/EC(7).

As part of the effort to ensure a high level of health protection in the definition and implementation of all Community policies and activities, the measures of the programme may be implemented as joint actions with related Community programmes and actions, notably in the areas of consumer protection, social protection, research and technological development, telematic interchange of data between administrations (IDA), statistics, education and environment, and with actions undertaken by the Joint Research Centre and Community agencies.
