Between 2000 and 2001, the European Commission decided, following the favourable opinion of the ISPA Management Committee [4], a total of 169 projects proposed by the Candidate Countries (B7-020 budget line), amounting to a total eligible cost of EUR 6,113 million, of which the EU will finance EUR 3,938 million or 64.3 %.

Calls on the EIB to clarify its stance on the so-called EU Project Bonds or other innovative financial instruments based on cofinancing between the EU and EIB budgets; believes that the Commission should introduce EU Project Bonds that should become operational as soon as possible, preferably before the 2014-2020 budget period; calls on the EIB to play an active part in the realisation of such initiatives; considers that the implementation of the Commission proposal on EU 2020 Project Bonds could contribute to the development of sustainable industries and infrastructure in the Member States as well as at EU level; underlines that procedures established with that purpose should be explicitly laid down in a project eligibility framework subject to the ordinary legislative procedure; considers that requirements regarding environmental, social, civil rights and transparency standards should be respected in all innovative financing instruments;

Even thought the Parliament did not succeed in convincing the Council in the trilogue negotiations to include a mechanism to allocate un-committed funds to energy efficiency and renewable sources of energy, the Commission took the Parliament's view on board by making a declaration attached to the final regulation to consider using any funds unspent by the end of 2010 for energy efficiency and renewable projects: "Should the Commission, when reporting in 2010 on the implementation of the Regulation under its Article 28, find that it will not be possible to commit by the end of 2010 a part of the funds foreseen for the projects listed in the annex to the Regulation, the Commission will propose, if appropriate and in a geographically balanced way, an amendment to the Regulation allowing for the financing of projects in the area of energy efficiency and renewable energy sources, in addition to the above initiatives, including eligibility criteria similar to those applying to projects listed in the Annex to this Regulation".
Zelfs al is het Parlement er tijdens de trialoogonderhandelingen niet in geslaagd de Raad ervan te overtuigen een mechanisme op te nemen om niet-vastgelegde financiële middelen toe te wijzen aan energie-efficiëntie en hernieuwbare energiebronnen, heeft de Commissie het standpunt van het Parlement toch meegenomen in een aan de definitieve verordening gehechte verklaring om in overweging te nemen financiële middelen die eind 2010 niet zijn vastgelegd te gebruiken voor projecten op het gebied van energie-efficiëntie en hernieuwbare energiebronnen: "Indien de Commissie, bij de rapportage over de uitvoering van de verordening in 2010 conform artikel 28 daarvan, constateert dat een deel van de middelen voor de in de bijlage bij de verordening vermelde projecten niet tegen eind 2010 zal kunnen worden vastgelegd, dan stelt zij in voorkomend geval een geografisch evenwichtige wijziging van de verordening voor, zodat naast de bovengenoemde initiatieven ook projecten op het gebied van energie-efficiëntie en hernieuwbare energiebronnen kunnen worden gefinancierd, mede aan de hand van soortgelijke subsidiabiliteitscriteria als die voor de projecten welke staan vermeld in de bijlage bij deze verordening".

Should the Commission, when reporting in 2010 on the implementation of the Regulation under its Article 28, find that it will not be possible to commit by the end of 2010 a part of the funds foreseen for the projects listed in the annex to the Regulation, the Commission will propose, if appropriate and in a geographically balanced way, an amendment to the Regulation allowing for the financing of projects in the area of energy efficiency and renewable energy sources, in addition to the above initiatives, including eligibility criteria similar to those applying to projects listed in the Annex to this Regulation.
Indien de Commissie, bij de rapportage over de uitvoering van de verordening in 2010 conform artikel 28 daarvan, constateert dat een deel van de middelen voor de in de bijlage bij de verordening vermelde projecten niet tegen eind 2010 zal kunnen worden vastgelegd, dan stelt zij in voorkomend geval een geografisch evenwichtige wijziging van de verordening voor, zodat naast de bovengenoemde initiatieven ook projecten op het gebied van energie-efficiëntie en hernieuwbare energiebronnen kunnen worden gefinancierd, mede aan de hand van soortgelijke subsidiabiliteitscriteria als die voor de projecten welke staan vermeld in de bijlage bij deze verordening.

In order to ensure that the EERP is taken into account for the budget discipline, it is necessary to adapt the provisions concerning the budget ceiling for the expenditure financed by the European Agricultural Guarantee Fund (EAGF) referred to in Article 12 of Council Regulation (EC) No 1290/2005 by taking also into account the sums fixed under Heading 2 for the rural development under the recovery package in accordance with Council Decision 2009/434/EC of 25 May 2009 amending Decision 2006/493/EC laying down the amount of Community support for rural development for the period from 1 January 2007 to 31 December 2013, its annual breakdown and the minimum amount to be concentrated in regions eligible under the Convergence Objective and the amount for projects in the field of energy which could be decided in accordance with the procedure set out in the Declaration of the European Parliament, the Council and the Commission on the financing of projects in the field of energy and broadband Internet as well as the CAP Health Check in the framework of the European Economic Recovery Plan .
Om ervoor te zorgen dat het Europees economisch herstelplan in aanmerking wordt genomen voor de begrotingsdiscipline moeten de bepalingen betreffende het begrotingsmaximum voor de door het ELGF gefinancierde uitgaven als bedoeld in artikel 12 van Verordening (EG) nr. 1290/2005 worden aangepast door ook de bedragen in aanmerking te nemen die in het kader van het herstelpakket overeenkomstig Besluit 2009/434/EG van de Raad van 25 mei 2009 houdende wijziging van Besluit 2006/493/EG tot vaststelling van het bedrag van de steun van de Gemeenschap voor plattelandsontwikkeling voor de periode van 1 januari 2007 tot en met 31 december 2013, van de verdeling daarvan over de jaren en van het minimumbedrag dat moet worden geconcentreerd in de onder de convergentiedoelstelling vallende regio’s in rubriek 2 voor plattelandsontwikkeling zijn vastgesteld, alsook het bedrag voor projecten op energiegebied waartoe kan worden besloten volgens procedure als uiteengezet in de Verklaring van het Europees Parlement, de Raad en de Commissie over de financiering, in het kader van het Europees economisch herstelplan, van projecten op het gebied van energie en breedbandinternet, alsmede van de GLB-„check-up” .
