Points out that the future EU strategy should recognise the important role of the family as the basic institution in society for the survival, protection and development of the child; takes the view that full account should be taken of children's rights in issues regarding the conciliation of work and family life, and working time, with particular focus on the circumstances of mothers with disabilities and mothers of children with disabilities, as well as in the formulation of policies for the public and/or private support of the children and their parents in order to enable both parents to take on and share responsibility for bringing up and caring for their children; is of the opinion that recognition should be given to the fact that an increasing number of people now live in alternative family structures that do not correspond to the traditional nuclear family, consisting of a mother and father and their biological children;

Calls on the Member States to implement rules establishing paid maternity/paternity leave following the birth of a child and to promote the use of the right to parental leave shared equitably between women and men; urges the Member States, to this end, to combat the economic, social and cultural prejudices associated with the right of parental leave for men; calls on the Commission to revise Council Directive 96/34/EC of 3 June 1996 on the framework agreement on parental leave concluded by UNICE, CEEP and the ETUC [6]; considers that parental leave, with a simultaneous guarantee of job retention, should be taken up by both fathers and mothers; advocates a system of incentives which will encourage partners to share parental leave, and recompense for the costs associated with bringing up children; calls on the Commission to consult both sides of industry on possible changes to the reforms concerning parental leave which were introduced in 1996, the purpose of which might be to extend the minimum period of three months to six;
39. dringt er bij de lidstaten op aan regelingen te treffen die voorzien in betaald moederschaps-/vaderschapsverlof bij de geboorte van een kind, en het recht op ouderschapsverlof dat eerlijk tussen vrouwen en mannen kan worden verdeeld, te stimuleren; dringt er derhalve bij de lidstaten op aan de strijd aan te binden met economische, sociale en culturele vooroordelen rond het vaderschapsverlof; dringt bij de Commissie aan op herziening van Richtlijn 96/34/EG van de Raad van 3 juni 1996 betreffende de door de UNICE, het CEEP en het EVV gesloten raamovereenkomst over ouderschapsverlof [6]; is van mening dat ouderschapsverlof met garantie van baanbehoud zowel door vaders als moeders moet worden opgenomen; pleit voor de invoering van een stelsel van stimulansen dat bevordert dat partners het ouderschapsverlof onderling delen, en voor compensatie voor de kosten van het opvoeden van kinderen; verzoekt de Commissie beide kanten van de industriesector te raadplegen over mogelijke wijzigingen van de in 1996 ingevoerde hervorming van het ouderschapsverlof, met als mogelijk doel een verlenging van de minimumperiode van drie naar zes maanden;
