Strongly emphasises the need to enhance administrative capacities and human resources in order to make them capable of transposing, implementing and enforcing the acquis; takes the view that processes in the framework of enlargement should not be merely ‘technical’, and stresses the need to make the screening process more connected to the realities on the ground; calls on the Commission, therefore, to involve NGOs, trade unions and major stakeholders, as appropriate, in this exercise;

Recalls the severe consequences of past BSE diseases, which led to a threat to public health and wide-scale export bans on the EU's internal market, hampered Member States' external trade activities and caused serious damage to the EU's livestock sector; takes the view that processed animal proteins are a valuable source of proteins and part of the solution for rebalancing the EU’s protein deficit; takes note of the Commission communication to Parliament and the Council entitled ‘The TSE Roadmap 2’ (COM(2010)0384), which seeks to ease the ban on the use of processed animal proteins from non-ruminants in non-ruminant feed; stresses that easing the feed ban can be considered only if scientific evidence and testing methods guarantee that the transmission of diseases can be excluded and the prohibition on intra-species recycling can be enforced;

I support Mr Parish’s view that the wine sector should now be included in the amendment, and while I understand the concerns expressed by some colleagues, I feel we should be aiming to complete this technical process, which will ultimately mean a reduction in red tape for farmers.

A great deal has already been said about the reform of the wine market and, although I have always been a supporter of the view that Community wines have to retain their quality, tradition and authenticity if they are to make progress and gain a competitive position, I nevertheless recognise that the advantage that southern Europe enjoys in terms of sunshine should not stand in the way of production in the north.
