Operators profit from problems with the system, making improper use of current provisions on the customs valuation, to cut the import duties due on fruit and vegetables. FEPEX (the Spanish Federation of Fruit and Vegetable Producers and Exporters) has even filed a complaint with Parliament’s Committee on Petitions regarding this very problem.
Ondernemers maken gebruik van de gaten in het systeem om de bepalingen betreffende de douanewaarde naar hun hand te zetten en minder invoerrechten op fruit en groenten te betalen. Following her discussion with José Manuel Barroso on 16 June, the president of the CoR, Mercedes Bresso, accompanied by the chairs of the Committee's political groups, met today with the President of the European Council, Herman Van Rompuy, putting into effect Mr Van Rompuy's stated intention to work more closely with the Committee's members before European Council meetings.

The Council approved the position to be taken by the EU as regards the creation under the EU-Morocco Association Agreement of a customs cooperation committee and the amendment of the rules of procedure of certain subcommittees and working parties of the Association Committee (13819/08).

This is why delegates from the Member States who sat on the Customs Code Committee requested that the group of customs laboratories responsible for ensuring the coordination of work between the customs laboratories of the Member States within the framework of the Customs 2007 programme conduct a joint study on this issue in order to identify the reasons for these differences and to resolve this problem.
