The recommendation took into account the views of patients and healthcare professionals as expressed by the Patients’ and Consumers’ Working Party and the Healthcare Professionals’ Working Group established by the European Medicines Agency.

It is of particular importance that the Commission carry out appropriate consultations during its preparatory work, including at expert level and with relevant stakeholders, consulting in particular consumer protection organisations, as well as the European Data Protection Supervisor and the Article 29 Data Protection Working Party in accordance with the applicable legislation.

Within three years of the entry into force of Directive 2004/726/EC, the Commission shall, following consultations with patients' and consumers' organisations, doctors' and pharmacists' organisations, Member States and other interested parties, present to the European Parliament and the Council a report on current practice with regard to information provision - particularly on the Internet - and its risks and benefits for patients.

The committees referred to in Article 56(1) and any working parties and scientific advisory groups established in accordance with that Article shall in general matters establish contacts, on an advisory basis, with parties concerned with the use of medicinal products, in particular patient organisations and health-care professionals' associations.

At a first stage, this will include public officials to be named by Member States, technology experts, privacy experts to be appointed by the Art. 29 Data Protection Working Party and industry and consumer representatives to be identified in close consultation with industry and consumers associations.
In eerste instantie gaat het daarbij om door de lidstaten aangewezen ambtenaren, technologiedeskundigen, privacy-deskundigen die door de Groep voor gegevensbescherming van artikel 29 worden aangewezen, en vertegenwoordigers van het bedrijfsleven en van de consumenten die in nauw overleg met bedrijfs- en consumentenorganisaties worden benoemd.

In order to achieve these objectives it is essential that all parties concerned (local authorities, health care professionals, social protection bodies, supplementary insurance companies, consumers) work together to build strong partnerships.
Daarom is het van wezenlijk belang dat alle betrokken partijen (overheden, professionele zorgverleners, instanties voor sociale zekerheid, verzekeraars voor aanvullende verzekeringen en gebruikers) intensiever gaan samenwerken.
