The objectives of the programme are : - to resettle homeless and landless households in different parts of the country in cluster villages (called "Thikana" villages) by distributing to them available government "khas" land ; the programme provides for distribution of "khas" land for homestead sites for cultivation purposes as well as for Community-related activities (eg. fish pond, community centre, village playground) ; - to provide Thikana families and communities with title to their homestead sites as well as to the agricultural and other land which they will acquire under the programme ; - to enable Thikana families and communities to build houses on their homestead sites ; - to help Thikana families and communities become self-rel
