Le Ministre flamand ayant la gouvernance publique dans ses attributions, invite des organisations et institutions participant à des recherches, sciences, à l'innovation, la technologie, l'information ou à des affaires publiques, afin de proposer des candidats d'innovateurs externes à l'organe de pilotage.
De Vlaamse minister, bevoegd voor de bestuurszaken, nodigt organisaties en instellingen die zich bezighouden met onderzoek, wetenschap, innovatie, technologie, informatie of overheidsaangelegenheden, uit om kandidaat-externe-innovators voor te dragen voor het stuurorgaan.
