Supports the Court of Auditors' call for a clearer definition of the concept of leverage in FIs; stresses, nonetheless, that in the light of the pressure to deliver higher leverage, it is important to recall that FIs in cohesion policy are generally financing projects in less developed regions and regions with economic difficulties, with the aim of improving situations of market failure and sub-optimal investment, thus FIs in cohesion policy do not only focus on short-term profitability but also on high socio-economic benefits, especially at regional and local level; points at multi-level governance and shared management in design and delivery of the programmes as the fundamental concepts behind cohesion policy that enable regional and national authorities to partake in planning and implementation of programmes; stresses, therefore, that the legislative framework needs to maintain a certain level of flexibility also when it comes to definitions and requirements of leverage effect;

(16) Whereas, in the interests of efficient programming, the regions whose development is lagging behind where per capita GDP is less than 75 % of the Community average should be the same as the areas assisted by the Member States pursuant to Article 87(3)(a) of the Treaty and, taking account of any specific measures adopted pursuant to Article 299(2) of that Treaty in favour of the outermost regions (the French overseas departments, the Azores, Madeira and the Canary Islands); whereas, similarly, the areas undergoing economic and social change should correspond to a large extent to the areas assisted by the Member States pursuant to Article 87(3)(c) of the Treaty; whereas the objective of the Community should be to increase consistency at the end of the period 2000 to 2006 by an appropriate effort by Member States with regard to their current situation;

Voor de programma's van doelstelling 1 (regio's met een ontwikkelingsachterstand), stemt de situatie tot grote tevredenheid, aangezien alle zeven CB's en 19 EPD's, met uitzondering van één programma (het Franse nationale informaticaprogramma) aangenomen zijn.
