According to Commission Implementing Decision 2012/274/EU of 24 April 2012 determining the second set of regions for the start of operations of the Visa Information System (VIS) , the ninth region where the collection and transmission of data to the VIS for all applications should start comprises Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan; the tenth region comprises Brunei, Burma/Myanmar, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam; and the eleventh region comprises the occupied Palestinian territory.

B. overwegende dat Maleisië een actief lid is van het Forum voor economische samenwerking Azië-Stille Oceaan (APEC), de Organisatie van Islamitische Samenwerking (OIS), de Beweging van niet-gebonden landen (NAM), de Aziatische Ontwikkelingsbank (ADB), de Economische en Sociale Commissie voor Azië en het Stille Oceaan-gebied van de VN (UNESCAP), het plan van Colombo ter bevordering van de economische en sociale ontwikkeling in regio Azië-Stille Oceaan, de Voedsel- en Landbouworganisatie van de VN (FAO), de Ontmoeting Azië-Europa (ASEM) en het Oost-Aziatische groeigebied Brunei Darussalam - Indonesië - Maleisië - Filippijnen (BIMP-EAGA); overwegende dat Maleisië eveneens lid is van de Wereldhandelsorganisatie (WTO) sinds de oprichting ervan in 1995, en lid is van onder andere de "Groep van 77" (G77) ontwikkelingslanden, de "Developing Eight" (D-8), de G15 en de Mensenrechtenraad van de VN (2010-2013);
B. whereas Malaysia is an active member of the Asia-Pacific Economic Cooperation (APEC) forum, the Organisation of Islamic Cooperation (OIC), the Non-Aligned Movement (NAM), the Asian Development Bank (ADB), the UN Economic and Social Commission for Asia and the Pacific (Unescap), the Colombo Plan promoting economic and social development in the Asia-Pacific region, the UN Food and Agriculture Organisation (FAO), the Asia-Europe Meeting (ASEM)), and the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asian Growth Area (BIMP-EAGA); whereas Malaysia has also been a member of the World Trade Organisation (WTO) since its establishment in 1995, and is a member of the Group of 77 (G77) developing countries, the Developing Eight (D-8), the G15 and the UN Human Rights Council (2010-2013), among others;

Subsequent to these conclusions the Commission is negotiating the inclusion of good governance articles into the bilateral agreements with 14 countries (Indonesia, Singapore, Thailand, Vietnam, Brunei, Philippines, Malaysia, China, Mongolia, Ukraine, Iraq, Lybia, Russia, and South Korea) and 8 regions (Caribbean, Pacific, 4 African regions, Central America, Andean Community).

24. Welcomes the announcement that new Delegations are to be opened in Malaysia, Singapore, Cambodia, Laos and Nepal, and reiterates its demand for the opening of a trade office in Taiwan in parallel with the other new offices in Asia (as was asked for by the European Parliament in its latest resolution on China) and regrets the fact that the –clearly necessary – opening of a Delegation in Kabul has taken up many of the resources originally provided for; regrets the "relatively modest size of Community assistance to Asia" ; awaits the expected review of the ALA Regulation but, while respecting the need to make certain budgetary choices, urges the joint budgetary authority not to strengthen funding in one region at the expense of other regions;
