Welcomes the decision of the Istanbul 6th Administrative Court to temporarily suspend the start of work on the Taksim ‘Pedestrian’ project, and urges local and national authorities in Turkey to launch public consultations and take into consideration all those residing in adjoining neighbourhoods with regard to all urban and regional development plans, such as the ‘third bridge’, the third Istanbul airport, the Illisu dam, the nuclear plants in Sinop and Akkuyu, and the hydroelectric projects in the Black Sea region; recalls the need to balance economic growth with social, environmental, cultural and historical factors; recalls the importance of environmental considerations and sustainable development;

40. benadrukt dat de beoogde aanleg van een dam altijd moet worden geëvalueerd op basis van vijf waarden: rechtvaardigheid, efficiëntie, op participatie gebaseerde besluitvorming, duurzaamheid en verantwoordingsplicht; dringt er in bredere zin op aan dat bij het besluitvormingsproces inzake de aanleg van dammen ten volle rekening wordt gehouden met mensenrechten; wijst er met name op dat dergelijke processen, wanneer projecten van invloed zijn op inheemse volkeren en stammen, in het teken moeten staan van hun vrije, voorafgaande en weloverwogen toestemming; dringt erop aan dat voorafgaand aan de goedkeuring van ieder damproject grondige effectbeoordelingen worden uitgevoerd, waarbij de milieugerelateerde en sociale kosten van damprojecten volledig, op transparante wijze en met publieke inspraak worden geëvalueerd;
40. Stresses that any planning of dams should be evaluated according to five values: equity, efficiency, participatory decision-making, sustainability and accountability; urges, more broadly, that the decision-making process on dams take fully into account the notion of human rights; recalls, in particular, that, where projects affect indigenous and tribal peoples, such processes must be guided by their free, prior and informed consent; calls for thorough impact assessments which fully evaluate the environmental and social costs of dam projects to be conducted in a transparent manner, with public participation, prior to the approval of any dam project;
