Q. whereas after the resumption on 9 April 2013 of the appeal trial before the supreme military court concerning the murder in June 2010 of Floribert Chebeya, executive director of the Voice of the Voiceless (VSV) and member of the General Assembly of the World Organisation Against Torture (OMCT), and Fidèle Bazana, member of the VSV, defence lawyers Peter Ngomo Milambo, Emmanuel Ilunga Kabengele and Regine Sesepe have received threats;

A. overwegende dat Floribert Chebeya Bahizire, uitvoerend directeur van de mensenrechtenorganisatie „La Voix des Sans-Voix” (VSV), op woensdag 2 juni 2010 in Kinshasa dood werd aangetroffen in zijn auto, nadat hij bij de politie ontboden was geweest,

NEEMT NOTA van de conclusies van het verslag waarin enerzijds striktheid, zuinigheid, doeltreffendheid en doelmatigheid bij het gebruik van ESF-middelen benadrukt worden, en anderzijds wordt opgeroepen na te gaan wie het meest risico lopen om de school vroegtijdig te verlaten en de maatregelen op hen te richten, en ESF-financiering innovatief te gebruiken bij de aanpak van VSV;
7. NOTES the conclusions of the Report which, on the one hand, stress rigour, economy, efficiency, and effectiveness in the use of ESF funds, and on the other hand, call for identifying and targeting those most at risk of leaving school prematurely and for an innovative use of ESF funding in tackling ESL;

IS INGENOMEN MET het Speciaal verslag van de Rekenkamer over de bijdrage van het Europees Sociaal Fonds tot het terugdringen van vroegtijdig schoolverlaten (VSV) en ACHT het zeer nuttig dat de controle enkele jaren voor het begin van de nieuwe programmeerperiode van het Europees Sociaal Fonds wordt uitgevoerd;
