Vu la loi du 19 mars 2013 relative à la coopération belge au développement, notamment l'article 23; Vu l'arrêté royal du 7 avril 2000 déterminant les procédures et modalités de sélection des " organisations internationales partenaires de la coopération multilatérale" au sens de l'article 9 de la loi du 25 mai 1999 relative à la coopération internationale belge; Vu l'arrête royal du 12 juin 2012 déterminant les organisations internationales partenaires de la coopération multilatérale; Vu l'avis de l'Inspection des Finances, donné le 30 avril 2015; Vu l'accord du Ministre du Budget, donné le 8 mai 2015; Sur la proposition de Notre Ministre de la Coopération au Développement et sur avis de Nos Ministres qui en ont délibéré en Conseil, Nous avons arrêté et arrêtons : Article 1 . Met dit luik wordt uitvoering gegeven aan UN-resolutie 1612 van de Veiligheidsraad [...] "to establish a monitoring and reporting mechanism (MRM), managed by country-based task forces co-led by UNICEF and the highest UN representative in the country, to provide timely and reliable information on six grave children's rights violations: a) Killing or maiming of children b) Recruitment or use of children by armed forces or armed groups c) Attacks on schools or hospitals d) Rape or other sexual violence against children e) Abduction of children f) Denial of humanitarian access to children" De activiteiten die België financiert, richten zich op: - enerzijds functionerende MRM's en implementatie van actieplannen in CAR, Tsjaad, DRC, Myanmar, Filippijnen, Somalië, Zuid-Soedan; - en anderzijds een bijdrage voor het hoofdkwartier "to support functioning of MRM at all levels.
Le volet du programme consacré au mécanisme de surveillance est une réponse concrète à la résolution 1612 du Conseil de sécurité des Nations unies qui demande "to establish a monitoring and reporting mechanism (MRM), managed by country-based task forces co-led by UNICEF and the highest UN representative in the country, to provide timely and reliable information on six grave children's rights violations: a) Killing or maiming of children; b) Recruitment or use of children by armed forces or armed groups; c) Attacks on schools or hospitals; d) Rape or other sexual violence against children; e) Abduction of children; f) Denial of humanitarian access to children". La Belgique répartit les moyens alloués entre deux types d'intervention: - soutien à des mécanismes de surveillance efficaces et mise en oeuvre de plans d'action en RCA, Somalie, RDC, aux Philippines, au Myanmar et au Soudan du Sud; - appui au siège de l'Unicef pour la mise en place effective à tous les niveaux du MRM.

De Belgische financiering behelst slechts een gedeelte van het Unicef-programma want richt zich uitsluitend op het luik monitoring, met name het "Monitoring and Reporting Mechanism on grave violations of children's rights in situations of armed conflict" (MRM).
La Coopération belge ne finance toutefois qu'une partie du programme de l'Unicef, à savoir le mécanisme de surveillance (dont l'intitulé complet est: "Monitoring and Reporting Mechanism on grave violations of children's rights in situations of armed conflict", MRM).

In december 2012 organiseerden UN Global Compact België met de steun van de Federale Overheidsdienst (FOD) Buitenlandse Zaken een conferentie ‘Children’s rights and business principles’ in het Egmontpaleis Bij die gelegenheid werden de ‘Children’s rights and business principles, ontwikkeld door UN Global Compact, UNICEF en de Niet-gouvernementele organisatie (NGO) ‘Save the Children’ in België gelanceerd.
En décembre 2012, cette antenne belge du UN Global Compact a organisé une conférence intitulée « Children’s rights and business principles », en collaboration avec le service public fédéral belge des Affaires étrangères, au palais d’Egmont. Cet évènement a vu le lancement en Belgique du projet du même nom, mise au point par UN Global Compact, l’Unicef et l’organisation non gouvernementale Save the Children.

Rappelant l'attention que le Conseil des ministres n'a cessé de porter, dans sa décision de Ljubljana de 2005, aux obligations internationales contractées par les États participants de l'OSCE qui ont signé et ratifié le Protocole facultatif à la Convention relative aux droits de l'enfant, concernant la vente d'enfants, la prostitution des enfants et la pornographie mettant en scène des enfants, et, dans sa décision de Sofia de 2004, aux besoins spéciaux en matière de protection et d'assistance des enfants victimes de la traite et, dans sa décision de Vienne de 2000 qui invite tous les États participants à signer et ratifier le Protocole facultatif à la Convention relative aux droits de l'enfant, concernant la vente d'enfants, la prostitution des enfants et la pornographie mettant en scène des enfants,

Ook het « Handbook on the OPSC » vermeldt uitdrukkelijk dat « the Committee on the rights of children often reminds States Parties to the OPSC that their legislation must satisfy its obligations with regard to the sale of children » (14) .

Er is het project Promoting children’s protection rights and addressing the problem of child soldiers van Save The Children, dat zich afspeelt in Birma. Het is een project van drie jaar met een budget van 550 705 euro en dat kinderbeschermingssystemen op gemeenschaps- en wijkniveau wil opzetten zodat kwetsbare kinderen in twee voorsteden van Rangoon beschermd worden tegen misbruik, verwaarlozing, geweld en uitbuiting.
Le projet Promoting children’s protection rights and addressing the problem of child soldiers de Save The Children en Birmanie, qui court sur trois ans et est doté d’un budget de 550 705 euros, vise quant à lui à développer des systèmes de protection de l’enfance au niveau des communautés et des quartiers afin que les enfants vulnérables de deux banlieues de Rangoon bénéficient d’une protection contre les abus, la négligence, les violences et l’exploitation.
