Er is wel een politiek akkoord over de mogelijkheid voor een uitzondering in specifieke omstandigheden: "Member States may grant exemptions from the measures imposed in paragraph 1 where travel is justified on the grounds of urgent humanitarian need, or in exceptional cases on grounds of attending intergovernmental meetings and those promoted or hosted by the European Union, where a political dialogue is conducted that directly promotes the policy objectives of restrictive measures, including democracy, human rights and the rule of law in Zimbabwe".
Il y a bien un accord politique sur la possibilité d'une exception dans des circonstances spécifiques : " Les États membres peuvent accorder des dérogations aux mesures visées au paragraphe 1 lorsque le déplacement d'une personne se justifie pour des raisons humanitaires urgentes ou, exceptionnellement, lorsque la personne se déplace pour assister à des réunions intergouvernementales et à des réunions dont l'initiative a été prise par l'Union européenne ou qui sont organisées par celle-ci, lorsqu'il y est mené un dialogue politique visant directement à promouvoir les objectifs politiques ou des mesures restrictives, y compris la démocratie, les droits de l'homme et l'état de droit au Zimbabwe".

Welcomes and supports the instruments at the disposal of intercultural dialogue, in particular the « Anna Lindh » Euro-Mediterranean Foundation, the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, the Euro-Med programmes for intercultural dialogue and the « Mediterranean Programme » promoted by UNESCO,

Er zijn op dit gebied ook andere initiatieven ontplooid, die ondersteund worden door het directoraat-generaal Onderwijs en cultuur, zoals het project “Football against racism in Europe – Using football as tool for intercultural dialogue and to promote European integration” (FARE, “Voetbal tegen racisme in Europa – voetbal als instrument voor interculturele dialoog en voor de bevordering van de Europese integratie”), dat op 1 september van start is gegaan en op 30 juni 2005 zal aflopen.
D’autres initiatives, soutenues par la direction générale de l’éducation et de la culture, ont été prises dans ce domaine - notamment le projet intitulé «LE FOOTBALL POUR LUTTER CONTRE LE RACISME EN EUROPE - Utiliser le football en tant qu’instrument permettant un dialogue interculturel ainsi que pour promouvoir l’intégration européenne», qui a démarré le 1 septembre et s’achèvera le 30 juin 2005.
