Recalling the ministerial Council's continued attention, in its 2005 Ljubljana decision, to the international obligations taken by those OSCE participating States which have signed and ratified the Optional Protocol to the Convention on the Rights of the Child on the Sale of Children, Child Prostitution and Child Pornography, and in its 2004 Sofia decision, to the Special Needs for Child Victims of Trafficking for Protection and Assistance, and in its 2000 Vienna decision, which calls upon all participating States to sign and ratify the Optional Protocol to the Convention on the Rights of the Child on the Sale of Children, Child Prostitution and Child Pornography,

26. calls on the EU Member States and regional and local authorities to adopt policies promoting integration by measures of inclusion based on the principles of the Charter of Fundamental Rights, learning the language, familiarisation with the host country's institutions and participation in civic life, and emphasises that recognising the right of long-term residents to vote in local elections, on a reciprocal basis, is an important first step towards involving migrants in the daily life of the host country;
26. demande aux États membres de l'Union européenne et aux autorités régionales et locales de mettre en place des politiques favorisant l'intégration par des mesures d'inclusion qui se fondent sur les principes de la Charte des droits fondamentaux, d'apprentissage de la langue, de connaissance des institutions du pays d'accueil et d'accompagnement dans la vie citoyenne; souligne que reconnaitre le droit de vote pour les résidents de longue durée aux élections locales, dans des conditions de réciprocité, est une première étape importante dans l'implication des migrants dans la vie citoyenne du pays d'accueil;
