Deplores the repeated postponement of the second UfM Summit, the cancellation of several ministerial and sectoral meetings, and the resignation on 26 January 2011 of the Secretary General of the UfM Secretariat; deplores the delay in the UfM's operational launch following the establishment of its secretariat; calls, therefore, on the Secretariat to finalise as soon as possible the regulatory framework establishing the criteria for project selection, funding methods, monitoring procedures and coordinating capacities; stresses the urgent need to clarify the rules on financial contributions by partner countries;
Déplore les reports successifs du second Sommet de l'UpM, l'annulation de plusieurs réunions ministérielles et sectorielles, puis la démission du Secrétaire général du Secrétariat de l'UpM le 26 janvier 2011; regrette le retard pris dans le lancement opérationnel de l'UpM après la mise en place du Secrétariat; invite par conséquent le Secrétariat à finaliser dans les meilleurs délais le cadre réglementaire définissant les critères de sélection des projets, les modalités de financement, les procédures de suivi et les capacités de coordination; insiste sur l'urgence de clarifier les règles concernant les contributions financières de chaque pays partenaire;

8. calls UfM Member States to provide for operational flexibility by endorsing variable geometry in the area of civil protection in order to enable specific and geographically limited initiatives; therefore invites the UfM to explore avenues of enhanced sub-regional cooperation between UfM Member States with shared interests,
8. demande aux États membres de l'Union pour la Méditerranée d'entériner, à des fins de flexibilité opérationnelle, une géométrie variable dans le domaine de la protection civile, afin de permettre des initiatives spécifiques et géographiquement limitées; invite dès lors l'Union pour la Méditerranée à étudier des formules de coopération sous-régionale renforcée entre ceux de ses États membres qui partagent des intérêts communs,

Recommends, further, the use of a more operational and technical approach in order to overcome political obstacles and move ahead with projects; considers that such an approach will create positive momentum for the revival of the UfM and will help to restore a climate of dialogue and trust among member countries; supports proposals for closer cooperation, particularly in the fields of action of the UfM projects : De-pollution of the Mediterranean; Maritime and land highways; Civil protection; Alternative energies : Mediterranean solar plan; The Mediterranean Business Initiative; Higher education and research, Euro-Mediterranean University; applauds at this extent the progress made in setting up and development of the Euro-Mediterranean University (EMUNI);
Préconise par ailleurs d'adopter une approche davantage opérationnelle et technique afin de contourner les obstacles politiques et d'avancer sur les projets; estime qu'une telle approche permettra de créer une dynamique positive à même de relancer l'UpM et de contribuer à restaurer un climat de dialogue et de confiance entre les pays membres; soutient les propositions visant à créer des coopérations renforcées, notamment dans les domaines d'action des projets de l'UpM: Dépollution de la Méditerranée; Autoroutes de la mer et autoroutes terrestres; Protection civile; Energies de substitution: Plan solaire méditerranéen; Enseignement supérieur et recherche, L'initiative méditerranéenne de développement des entreprises; Université euro-méditerranéenne; se félicite à ce titre des avancées obtenues dans la mise en place et le développement de l'Université euro-méditerranéenne EMUNI;
