These documents had the objective of recalling certain provisions of Regulation 1164/94 and set rules to ensure the respect of the principle of sound financial management: The arrangements for the payment of the 20% payment on account; the procedure for implementing the repayment, in whole or in part, of the payment on account (“M+12 rule”); the procedure to be applied under Art.C5 of Annex II of Reg. 1164/94 (“M+24 rule”); the guidelines for the amendments of decisions on Cohesion Fund projects; the transition arrangements from ISPA to Cohesion Fund for the Member States concerned.

12. Stresses the benefits of and the need for greater synergy and complementarity between all the shared management funds (ERDF, ESF, Cohesion Fund, EAFRD and EFF) and the EDF in the case of certain European regions which neighbour ACP countries; takes the view that flexibility between the ERDF and the ESF should be encouraged so as to facilitate the financing of integrated projects, while taking into account the specific nature and objectives of each of these funds; stresses that harmonisation of rules and procedures would lead to simplified delivery systems and encourage participation by potential beneficiaries in EU co-funded programmes; recalls in this context the potential of cross-financing, which is not yet being fully exploited;
12. souligne les avantages et la nécessité d'une plus grande synergie et complémentarité entre tous les fonds en gestion partagée (FEDER, FSE, Fonds de cohésion, Feader et FEP) et le FED dans la mesure où certaines régions européennes sont voisines des pays ACP; est d'avis qu'il convient d'encourager la flexibilité entre fonds FEDER et FSE pour faciliter le financement de projets intégrés tout en respectant la spécificité et les objectifs de chacun de ces fonds; souligne que l'harmonisation des règles et des procédures conduirait à des systèmes d'aide simplifiés et encouragerait la participation de bénéficiaires potentiels à des programmes cofinancés par l'Union; rappelle, à cet égard, le potentiel du financement croisé, qui n'est pas encore complètement exploité;

12. Recalls that about 23,7% (EUR 82 billion) of the Cohesion and Structural Funds allocation for 2007-2013 is intended for transport, but only half of it will be spent on TEN-T projects (EUR 17 billion on the TEN-T priority network and EUR 27,2 billion for the comprehensive part), with the other half being earmarked for investment in national, regional and local projects not indicated on the TEN-T maps; stresses that cohesion and structural funding allocated to transport is distributed between transport modes and networks in a way which takes insufficient account of the objectives of the European Union;
