In July 2005, the Commission issued a communication to the Council stating that the Hungarian authorities have taken effective action for the 2005 budget deficit, but further action may be required and important and decisive adjustments are needed to reach the 2006 deficit target.

The planned 2005 deficit seems consistent with a rigorous implementation of the 2005 budget, while the 2006 budget targets a deficit of 2,6 % of GDP.

Following an initiative of the European Parliament (creation of a new budget line – pilot project « Fight against terrorism” – in the 2005 budget), the Commission took the decision on 15th September to allocate 7 Mio€ to finance a set of actions which will enhance European prevention, preparedness and response to terrorist attacks, including consequence management, critical infrastructure protection, terrorist financing, explosives and violent radicalisation.
