10. Considers that, as far as chemicals are concerned, Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and establishing a European Chemicals Agency represents progress in reducing risks to human beings and the environment, but that it has yet to prove that it will effectively do so in a significant manner, and regrets that the regulation does not in all respects accord with the objectives agreed in the Sixth EAP; considers it regrettable that the thematic strategy concerning the sustainable use of pesticides has been substantially delayed, and that the measures taken to improve air quality and the urban environment and to reduce noise fall far short of the objectives of the Environment Action Programme; calls on the Commission to present a proposal for a revised National Emission Ceilings Directive as soon as possible; believes that it is necessary to ensure full enforcement of the Environmental Noise Directive ;
10. estime que, en ce qui concerne les produits chimiques, le règlement (CE) n° 1907/2006 du Parlement européen et du Conseil du 18 décembre 2006 concernant l'enregistrement, l'évaluation et l'autorisation des substances chimiques, ainsi que les restrictions applicables à ces substances (REACH) et instituant une agence européenne des produits chimiques constitue un progrès visant à réduire les risques pour les êtres humains et l'environnement, mais qu'il doit encore apporter la preuve qu'il réduira réellement de tels risques de manière importante, et regrette que ce règlement ne réponde pas à tous points de vue aux objectifs arrêtés au titre du 6 PAE; estime regrettable que la stratégie thématique relative à l'utilisation durable des pesticides ait été considérablement retardée et que les mesures prises pour améliorer la qualité de l'air et l'environnement urbain, ainsi que pour réduire les nuisances sonores, soient insuffisantes pour atteindre les objectifs du programme d'action pour l'environnement; invite la Commission à présenter, dans les meilleurs délais, une proposition de directive révisée sur les plafonds d'émission nationaux ; juge qu'il est indispensable d'assurer la pleine mise en œuvre de la directive relative au bruit dans l'environnement ;

Deplores the fact that in spite of the major needs for restructuring, modernisation and diversification of Europe's rural economy, the resources allocated to rural development are set to fall in real terms; considers that a voluntary transfer of funds from direct agricultural support (CAP "first pillar") to rural development is not the appropriate means for remedying this situation; expresses in this connection strong reservations about the current Commission proposal concerning voluntary modulation of up to 20% of direct agricultural support to rural development; calls on the Commission to conduct an impact assessment in accordance with the Interinstitutional Agreement of 16 December 2003 between the European Parliament, the Council and the Commission on better law-making ; reiterates that Parliament still reserves its position concerning voluntary modulation and considers it would be useful to assess it together with the issue of co-financing in the context of the 2008/2009 review as expressed in Declaration No 9 of the IIA of 17 May 2006 concerning voluntary modulation;
27. déplore que, malgré les besoins majeurs de restructuration, de modernisation et de diversification de l'économie rurale de l'Europe, les ressources affectées au développement rural soient en voie de diminution en termes réels; considère qu'un transfert facultatif de fonds du soutien direct à l'agriculture ("premier pilier" de la PAC) au développement rural n'est pas le bon moyen de remédier à cette situation; à cet égard, formule de vives réserves à propos de l'actuelle proposition de la Commission concernant la modulation volontaire qui permettrait de transférer au développement rural jusqu'à 20 % du soutien direct à l'agriculture; invite la Commission à procéder à une évaluation d'impact conformément à l'accord interinstitutionnel "Mieux légiférer" du 16 décembre 2003 entre le Parlement européen, le Conseil et la Commission ; réaffirme qu'il réserve toujours sa position concernant la modulation volontaire et estime qu'il convient d'aborder cette question conjointement à la question du cofinancement dans le cadre du réexamen de 2008-2009, comme indiqué dans la déclaration n° 9 relative à la modulation volontaire jointe à l'accord interinstitutionnel du 17 mai 2006;
