TRADUCTIONS EN CONTEXTE

after having deducted from the available budget resources allocated to a Member State the amounts referred to under point (a) of this paragraph, as far as the rest of the available budget resources allow, all the applications of applicants who are not less than 55 years old or older where Member States so provided under Article 102(5)(b)(ii) of Regulation (EC) No 479/2008 shall be accepted, without applying any reduction to their applications; if the available budget resources allocated to a Member State are not sufficient for accepting all of these applications, Member States shall distribute the available budget on the basis of the objective and non-discriminatory criteria laid down in their national rules.

Because decisions to grant assistance are highly decentralised, any estimate of expenditure for the current and future years is tentative but, with that reservation, the Commission expects budget execution to follow a fairly regular pattern from 2003 to 2008, with the last payments being foreseen in 2010.

5. a autorisé, en entier, la proposition de virement global n DEC 36/2007 et se félicite du moindre montant des crédits virés en 2007, en comparaison des virements globaux de 2006 et 2005; reconnaît que l'actuelle sous-exécution de certaines lignes pourrait être la conséquence de l'adoption tardive de leur base juridique, en cette première année du CFP; observe que de considérables réductions supplémentaires des paiements, pour un total de 1 700 000 000EUR en 2007, sont proposées dans le budget rectificatif 7/2007 et le virement global; insiste sur l'étroit suivi de l'exécution du budget 2008 par divers instruments, comme les réunions périodiques d'alerte "Prévisions budgétaires" et les groupes de suivi; invite ses commissions, dans leurs domaines de compétence, à signaler précocement les besoins en financement et les éventuelles difficultés d'exécution relatifs aux programmes pluriannuels; souligne qu'il faudra certainement un montant plus élevé de paiements dans le budget 2008, et tient à ce qu'il soit fait un usage optimal de cette augmentation modérée – de 5,9 % – des paiements par rapport à 2007; attend de la Commission, en référence à la déclaration conjointe avec le Conseil sur ce sujet, qu'elle propose, le cas échéant, des paiement plus élevés au cours de l'exercice 2008, au besoin par un budget rectificatif;

Because of delays in the legislative procedure, on 23 March 2007 the Commission informed the Budget Authority that the start of the new public health programme will have to be postponed to budget year 2008 .
