It should be stated again that all the appropriations adopted by the Council are based on the implementation of the 2010 budget, and that, for all lines, in fact, provision has been made for a number of amendments by way of letters of amendment within the framework of the implementation of the 2011 budget.

Welcomes the amount of EUR 20 million earmarked in the 2010 EU budget for the Baltic Sea Strategy; notes that it is additional to other funds such as structural funds, and that as part of the European Neighbourhood and Partnership Instrument it can be used only for external action, which effectively means cooperation with Russia and Belarus; calls for future funds allocated to the Baltic Sea Strategy to be moved to Chapter 1 of the EU budget so that they can also be made available to the coordinators and lead partners of the Baltic Sea Strategy, particularly in the context of achieving sustainability goals, and asks that the possibility of finding additional financial resources, notably through the European Investment Bank and the Nordic Investment Bank, not be ruled out;

In fact, whereas the Council’s position on Draft amending budget No 5/2010 covers modifications to OLAF’s establishment plan, without additional financial provisions, as well as the revision of the forecast for Traditional Own Resources (TOR, i.e. customs duties and sugar sector levies), VAT and GNI bases, the budgeting of the relevant UK corrections as well as their financing and revision of financing of GNI reductions in favour of the Netherlands and Sweden in 2010, resulting in a change in the distribution between Member States of their own-resources contributions to the EU budget, whereas the purpose of Draft amending budget No 5/2010 is to formally enter this budgetary adjustment into the 2010 budget, and whereas the Council adopted its position on 13 September 2010, we took note of Draft amending budget No 5/2010; and approved Council’s position on Draft amending budget No 5/2010 unamended and instructs its President to declare that Amending budget No x/2010 has been definitively adopted and to arrange for its publication in the Official Journal of the European Union.
Considérant que la position du Conseil sur le projet de budget rectificatif n° 5/2010 couvre des modifications du tableau des effectifs de l’OLAF sans prévoir d’apports financiers supplémentaires, ainsi que la révision des prévisions relatives aux ressources propres traditionnelles (c’est-à-dire droits de douane et cotisations dans le secteur du sucre), aux assiettes TVA et RNB, la budgétisation des corrections britanniques ainsi que de leur financement et la révision du financement des réductions RNB en faveur des Pays-Bas et de la Suède en 2010, qui ont pour effet de modifier la répartition entre États membres de leurs contributions aux ressources propres de l’Union; considérant que le projet de budget rectificatif n° 5/2010 a pour objet d’inscrire formellement au budget 2010 cet ajustement budgétaire; considérant que le Conseil a adopté sa position le 13 septembre 2010, nous avons pris acte du projet de budget rectificatif n° 5/2010. Nous approuvons la position du Conseil sur le projet de budget rectificatif n° 5/2010 sans modifications et chargeons son Président de déclarer que le projet de budget rectificatif n° x/2010 a été adopté définitivement et le chargeons également de procéder à sa publication au Journal officiel de l’Union européenne.
