Rules simplifying formalities should be introduced by reducing, inter alia, the obligations imposed on small farmers, such as those related to the application for support, to agricultural practices beneficial for the climate and the environment, to cross-compliance and to controls as laid down in Regulation (EU) No 1306/2013 without jeopardising the achievement of the overall objectives of the reform, it being understood that Union legislation as referred to in Annex II to Regulation (EU) No 1306/2013 applies to small farmers.

Recalls that the level of the preliminary draft estimates for the 2014 budget, as suggested by the Secretary-General in his report to the Bureau, amounts to EUR 1 813 144 206; takes into account the rate of increase of 3,58% compared with the 2013 budget; stresses that this proposed increase consists of legal obligations, specifically an increase of 2,20%, stems from the exceptional one-year additional expenses of electing a new Parliament and becoming a truly independent democratic institution by applying its own Statutes for Members and their assistants, and an increase of 1,30% deriving from other legal obligations; welcomes the plans of the Joint Bureau and Committee on Budgets Working Group to investigate structural reforms in Parliament's budget and expects this work to present options for savings in the 2014 budget by September 2013, without jeopardising legislative excellence or the quality of working conditions;

Considers that the reference amount indicated in the legislative proposal is not compatible with the ceiling of subheading 1a of the current multiannual financial framework 2007 - 2013 without jeopardising the financing of other priorities; notes that the Commission has communicated its intention to finance the new Agency for the Cooperation of Energy Regulators exclusively by redeployment within subheading 1a; reiterates, however, that the budgetary authority has not yet received any information as to the details of this redeployment exercise so that it remains unclear, to date, which programmes or priorities are affected and what consequences arise from this throughout the financial period, and whether a sufficient margin will remain in subheading 1a;

Considers that the reference amount indicated in the legislative proposal is compatible with the ceiling for subheading 1a of multiannual financial framework for 2007-2013 (MFF), but the margin remaining in heading 1a for 2011-2013 is very limited and the funding of new activities must not jeopardise the financing of other priorities under subheading 1a; reiterates, therefore, its call for a review of the MFF, accompanied by concrete proposals to adjust and revise it before the end of 2010 by using all the mechanisms available under the Interinstitutional Agreement of 17 May 2006 (IIA), and, in particular, those in points 21 to 23 thereof, in order to ensure the financing of the European Supervisory Authority (European Banking Authority) without jeopardising the financing of the other priorities, and ensuring that a sufficient margin will remain, under subheading 1a;
