In view of the start of the 2014/15 fishing season and for the purpose of the annual reporting of catches, this Regulation should enter into force as soon as possible after its publication and should apply from 1 July 2014,
Compte tenu du commencement de la campagne de pêche 2014/2015 et aux fins de la déclaration annuelle des captures, il convient que le présent règlement entre en vigueur dès que possible après sa publication et qu'il s'applique à compter du 1er juillet 2014,

On the basis of that proposal, it is appropriate to fix a TAC of 20 100 tonnes for the 2014/15 fishing season corresponding to an approximate increase of 18 % compared to the previous TAC.
Sur la base de cette proposition, il convient de fixer un TAC de 20 100 tonnes pour la campagne de pêche 2014/2015, correspondant à une augmentation de 18 % environ par rapport au précédent TAC.

On these grounds, Taiwan has been identified by IOTC as repeated offender in 2014 because forty eight large scale tuna longline fishing vessels (LSTLVs) of its fleet have records of repeated infringements in 2014 and thirty eight of those have a record of possible infractions in 2013 as well (15).

Having regards to the Decision of 15 November 2012 and the Implementing Decision 2014/715/EU, and to the dialogue process with Sri Lanka entertained by the Commission and its outcome, it can be concluded that the actions undertaken by Sri Lanka in light of its duties as flag State are insufficient to comply with Articles 94, 117 and 118 of the United Nations Convention on the Law of the Sea and Articles 18, 19 and 20 of United Nations Fish Stocks Agreement.

However, taking into account exchanges of fishing opportunities in accordance with Article 16(8) of Regulation (EU) No 1380/2013 of the European Parliament and of the Council (4) and quota transfers in accordance with Article 4(2) of Regulation (EC) No 847/96, the quotas available for that stock to France and Spain during the 2013-2014 fishing season amounted respectively to 3 590,9 tonnes and 15 226 tonnes.
Toutefois, compte tenu des échanges de possibilités de pêche conformément à l'article 16, paragraphe 8, du règlement (UE) no 1380/2013 du Parlement européen et du Conseil (4) et des transferts de quotas conformément à l'article 4, paragraphe 2, du règlement (CE) no 847/96, les quotas dont disposaient la France et l'Espagne pour ce stock au cours de la campagne de pêche 2013-2014 s'élevaient respectivement à 3 590,9 tonnes et à 15 226 tonnes.
