H. whereas on 20 November 2014 the president of the Committee of the Regions, Michel Lebrun, said that ‘the current delays are challenging regional and local authorities’ capacity to plan and implement the 2014-2020 European Structural Investment Funds’ and that ‘this situation require full stable cooperation between the European Commission, national governments, regions and cities, otherwise our investment could hit the ground too late’;
H. considérant que, le 20 novembre 2014, le président du Comité des régions, Michel Lebrun, a déclaré que "les retards actuels menacent la capacité des collectivités locales et régionales à planifier et mettre en œuvre les Fonds structurels et d'investissement européens pour la période 2014-2020" et que "la situation requiert une coopération pleine et stable entre la Commission européenne, les gouvernements nationaux, les régions et les villes, si nous ne voulons pas que nos investissements arrivent trop tard";
