52. Welcomes the increased focus of the Commission and the Council on combating youth unemployment; calls on the Commission to propose, without prejudice to national legislation, a binding European Youth Guarantee without delay, in order to improve effectively the situation of young people who are not in employment, education or training (NEET) and to gradually overcome the problem of youth unemployment in the EU; stresses that the European Youth Guarantee requires specific European financial support, especially in those Member States with the highest youth unemployment rates, and calls for some of the unspent Structural Funds to be deployed for this purpose; calls on the Council to swiftly decide on the proposals in the Employment Package;
52. salue le fait que la Commission et le Conseil privilégient la lutte contre le chômage des jeunes; invite la Commission à proposer dans les meilleurs délais, sans préjudice de la législation nationale, une garantie pour la jeunesse européenne, à caractère contraignant, afin d'améliorer réellement la situation des jeunes qui n'ont pas d'emploi, d'éducation ou de formation («NEET») et de surmonter peu à peu le problème du chômage des jeunes dans l'Union; souligne que la garantie pour la jeunesse européenne nécessite un soutien financier spécifique au niveau européen, en particulier dans les États membres ayant les plus forts taux de chômage des jeunes, et demande que certains des Fonds structurels non utilisés soient déployés à cette fin; invite le Conseil à statuer rapidement sur les propositions contenues dans le «paquet emploi»;
