LOME IV - MID-TERM REVIEW Following an introductory statement by Mr MARIN, Vice-President of the Commission, the Council discussed the various aspects of the negotiations for the mid-term review of the Fourth ACP-EEC Convention, which will begin on 20 May in Mbabane, Swaziland (at the annual meeting of the ACP- EEC Council of Ministers) with the aim of partially revising the Convention to adjust it in the light of experience and the new problems affecting relations between the two parties.
LOME IV - REVISION A MI-PARCOURS Le Conseil, suite à un exposé introductif du Vice-Président MARIN a procédé à un échange de vues sur les différents aspects de la négociation pour la revue à mi-parcours de la 4ème Convention ACP-CEE dont l'ouverture aura lieu le 20 mai prochain à Mbabane/Swaziland (à l'occasion de la session annuelle du Conseil des Ministres ACP-CE) et dont l'objectif est de procéder à une révision partielle de la Convention pour l'adopter à la lumière de l'expérience et des nouveaux problèmes qui affectent les relations entre les deux parties.

Three sensitive issues for the forthcoming negociations on the new ACP-EEC Convention were examined in detail by Mr Lorenzo Natali, Vice- President of the Commission, in his address to the ACP-EEC Joint Assembly, which met in Madrid from 19 to 23 September 1988. These issues were debt and structural adjustment, trade relations between the Community and the ACP States and the impact of 1992, the single market, on ACP-EEC relations.
Trois sujets sensibles des futures négociations pour la nouvelle Convention CEE-ACP ont été approfondis par le Vice-Président Lorenzo NATALI lors de son intervention devant l'Assemblée Paritaire CEE-ACP qui se tient à Madrid du 19 au 23 septembre 1988 : la dette et l'ajustement structurel, les relations commerciales entre l'Europe communautaire et les pays ACP et enfin l'impact de 1992 - le Marché Unique dans la Communauté sur les relations CEE-ACP.

Lomé policy rests on four pillars: - cooperation between two regional groups, based on respect for the political and economic choices of each partner; - stable, sustainable and predictable cooperation based on legally binding arrangements set out in a freely negotiated contract; - comprehensive cooperation combining a whole range of aid and trade development instruments; - on-going dialogue in the framework of three joint institutions: the ACP-EEC Council of Ministers, the ACP-EEC Committee of Ambassadors and the ACP-EEC Joint Assembly.
La politique de Lomé a été bâtie sur quatre éléments fondamentaux : - coopération entre deux groupes régionaux, fondée sur le respect des options politiques et économiques de chaque partenaire; - coopération sûre, durable et prévisible, fondée sur des arrangements juridiquement contraignants fixés dans un contrat librement négocié; - coopération globale, combinant tout l'éventail des instruments d'aide et de développement des échanges; - dialogue par l'intermédiaire de trois institutions communes : Conseil des Ministres ACP/CEE; Comité des Ambassadeurs ACP/CEE; Assemblée paritaire ACP/CEE.

The work of the ACP-EEC Joint Assembly, which was opened in the afternoon of 21 March by General Eyadéma, the President of the Togo, was dominated by discussions on the development of future relations between the ACP States and the EEC.
