The Aboriginal Healing Foundation predates the agreement by nearly a decade, but this aboriginal-run not-for-profit foundation was established only after discussions were held with survivors, members of the healing community, the Assembly of First Nations, the Congress of Aboriginal Peoples, the Inuit Tapiriit Kanatami, the Métis National Council and the Native Women's Association of Canada.

Larry Bagnell: With regard to Aboriginal Healing Foundation projects, since the end of government funding: (a) what new programs were put in place by Health Canada to ensure the continuation of services to victims of residential schools; (b) from new programs identified in (a), what are the Aboriginal Healing Foundation projects and, for each project, what is the approximate number of clients it serves; (c) which Health Canada project is now serving each of the Aboriginal Healing Foundation clients by (i) territory and province, (ii) reserve or designated client target group, (iii) funds budgeted for each project and targeted completion date, (iv) total budget for each territory and province; (d) what programs administered by Health Canada ended and who were their clients served, in which territory or province and how much was spent; and (e) if programs have not been developed by Health Canada for some former Aboriginal Healing Fund projects' clients, as per the government mandate, why have they not been developed and when will they be developed and implemented?

Healing from the impacts of residential schools is far from complete after 10 years, which is the length of time that the Aboriginal Healing Foundation has existed The petitioners are asking the Government of Canada to leave a true legacy of action to residential school survivors and support the process of healing through an extension of funding for the Aboriginal Healing Foundation.

In a study that was conducted for the Aboriginal Healing Foundation, it was pointed out that many Aboriginal people — and in particular, survivors of residential schools and intergenerational survivors — who are finding their way back to their culture and their sense of identity are engaged not only with Western professionals when it comes to dealing with medical and mental health issues, but they are also engaged with elders and Aboriginal spiritual healers, and they also need to be part of any healing regimen that is put together for Aboriginal people, particularly as a result of the residential school experience.
