(2a) The Resolution "Taking forward the European Space Policy" of 26 September 2008 adopted at the fifth joint and concomitant meeting of the Council of the European Union and of the Council of the European Space Agency at Ministerial Level stressed the need to develop adequate EU instruments and funding schemes, taking into account the specificities of the space sector, the need to strengthen its overall and its industry’s competitiveness and the necessity of a balanced industrial structure; and to allow appropriate long-term Union investment in space-related research and for the operation of sustainable space-based applications for the benefit of the Union and its citizens, in particular by examining all space-related policy consequences within the framework of the next financial perspective.
(2 bis) La résolution "Faire avancer la politique spatiale européenne" du 26 septembre 2008 adoptée à la cinquième session conjointe et concomitante du Conseil de l’Union européenne et du Conseil de l’Agence spatiale européenne au niveau ministériel a souligné qu'il importait d'élaborer des instruments et des mécanismes de financement de l'UE adaptés, en tenant compte des spécificités du secteur spatial ainsi que de la nécessité de renforcer sa compétitivité globale et celle de son industrie et de disposer d'une structure industrielle équilibrée; ainsi que de permettre des investissements de l'Union appropriés à long terme en faveur d'activités de recherche spatiale et de la mise en œuvre d'applications spatiales pérennes au service de l'Union et de ses citoyens, en particulier en examinant toutes les conséquences s'agissant des politiques liées à l'espace dans le cadre des prochaines perspectives financières.

encourage collaboration on long-term basic research within the context of the EU-U.S. Science and Technology agreement, and develop exchanges of good practices concerning the policies needed to support science and innovation; promote cooperation using civilian space-based technologies for sustainable development, science/exploration, and deepening the knowledge society; support an international dialogue and cooperative activities for the responsible development and use of the emerging field of nanotechnology; renew and reinforce the EU-U.S. agreement on Higher Education and Vocational Training, which includes the Fulbright/European Union program, to boost education cooperation and transatlantic exchanges between our citizens; encourage the commercial application of output from research, identifying cooperative actions to improve rapid commercialization, using, inter alia, incubator environments, venture capital and technology transfer; promote E-accessibility for the disabled, elderly and other citizens with accessibility issues; encourage deployment of key innovative technologies such as broadband and radio frequency identification devices, without prejudice to consumer and data protection; encourage collaboration on development and take up of Intelligent Transport Systems/ Telematics for intelligent vehicles; establish a dialogue on cyber-security to bring together regulators, law enforcement and, as appropriate, intelligence agencies; support OECD efforts to develop an approach to international redress for international internet purchases; cooperate to tackle spam through joint enforcement initiatives, and explore ways to fight against illegal "spyware" and "malware; ” and explore cooperative work on health and medical technologies.

An initial planning meeting was held in Warsaw on 19-20 June 2002, as part of a conference on all space applications organised jointly by the Commission and the European Space Agency.

Asks the secretaries-general of the institutions to consider the administrative, budgetary and financial implications of the forthcoming enlargement, with particular reference to staffing requirements, office space and the need to refurbish buildings currently in use; asks in particular that a report be provided by 31 May 2000 showing what steps could be taken in this context to ensure cost-effective translations of a good standard, e.g. by freelance and other outside sources; takes the view that current recruitment methods are not an appropriate and efficient means of recruiting capable staff from the applicant countries; asks the secretaries-general therefore to explore other recruitment policies, such as the setting-up of an interinstitutional agency for the recruitment of staff, on the assumption that the Staff Regulations will be revised in time to allow for this new form of recruitment; requests that such an agency be integrated with other inter-institutional efforts for rationalising staff recruitment;

Urges the European Space Agency (ESA), in this context, to pursue its discussions with India"s ISRO with the aim of them collaborating on the application of space technology, inter alia, for the purposes of environmental protection and the development of natural resources throughout the developing world;

3) Earth observation. The Commission has proposed a coordinated set of measures aimed at the development of operational applications which meet its own needs but which also serve to stimulate the development of applications markets in general, with a view to : - promoting European cooperation and coordination in R D with regard to methodologies and techniques for processing and interpreting satellite date, - placing more emphasis on demonstration activities in operational projects (pilot projects), - 3 - - putting in place, in collaboration with the space agencies, the European experimental facilities that are essential for the preparing of these data for use, - identifying the measures needed at European level in order to support the emergence of a commercial supply of "value-added" services, - encouraging the definition by the Member States of common positions in international negotiations on issues relating to the legal and economic environment of remote sensing.
3) Observation de la terre.- La Commission propose un ensemble coordoné d'actions visant au développement d'applications opérationnelles répondant à ses propres besoins, mais également à la stimulation du développement des marchés d'applications de façon générale avec le but de - promouvoir la coopération et la coordination européenne au niveau de la RD des méthodologies et des techniques de traitement et d'interprétation des données satellitaires; - amplifier l'effort de démonstration d'applications opérationnelles (projets-pilote); - mettre en oeuvre, en coopération avec les agences spatiales, les moyens expérimentaux européens indispensables pour la préparation de l'utilisation des données; - identifer les mesures nécessaires au niveau européen pour soutenir l'émergence d'une offre commerciale de services à valeur ajoutée; - promouvoir des positions communes des Etats membres dans les négociations internationales concernant les problèmes relatifs à l'environnement juridico-économique de la télédétection.
