In order to take into due consideration the magnitude and role of the MS Contribution within the [COSME Financial Instruments] AND/OR [H2020 Financial Instruments], the Parties intend to set out a specific governance of the Dedicated Window[s] including, inter alia, an ad hoc investors' board having an advisory role and supplementing the provisions of the Delegation Agreement[s] for matters related to the MS Contributions;
Afin de prendre dûment en considération l'ampleur et le rôle de la contribution de l'État membre dans les [instruments financiers COSME] ET/OU [instruments financiers Horizon 2020], les parties entendent mettre en place une gouvernance spécifique pour le[s] guichet[s] spécifique[s], y compris, entre autres, un conseil ad hoc des investisseurs exerçant un rôle consultatif, et compléter les dispositions de la [/des] convention[s] de délégation pour les questions relatives aux contributions des États membres.

1. Welcomes the establishment of the Ad Hoc Working Group on the Durban Platform for Enhanced Action and notes that Decision 1/CP.17 requires this group, as a matter of urgency, to start work on the development of a protocol, legal instrument or agreed outcome with legal force under the Convention, applicable to all the Parties, and to complete that work as early as possible and no later than 2015; notes further that its work must be informed by IPCC’s Fifth Assessment Report, which is due by 2014; also welcomes the process for Parties to increase their level of ambition pre-2020;
1. salue la mise en place du groupe de travail spécial sur la plateforme de Durban pour une action renforcée et relève que la décision 1/CP.17 demande que ce groupe se mette immédiatement au travail pour élaborer, au titre de la convention, un protocole, un instrument juridique ou un texte convenu ayant valeur juridique, applicable à toutes les Parties, et qu'il mène à bien ses travaux dans les meilleurs délais mais au plus tard en 2015; souligne en outre que les travaux dudit groupe doivent s'appuyer sur le cinquième rapport d'évaluation du GIEC, qui doit être présenté d'ici 2014; se félicite également du processus visant à rehausser le niveau d'ambition des Parties avant 2020;

4. se félicite de la recommandation de la Commission, préconisant la mise en place par le Conseil d'un groupe de travail technique ad hoc chargé de l'élaboration du traité d'adhésion; recommande que ce groupe travaille parallèlement aux négociations et, par conséquent, commence ses travaux au cours du premier semestre 2009; se félicite également de l'intention de la Commission de présenter une communication au cours de l'année 2009, détaillant l'impact financier de l'adhésion de la Croatie à l'Union;

*The Commission Staff Working Paper on "The European Community's Policies, Programmes, Financial Instruments and Projects Relating to Combating Desertification in Developing Countries and EU Member States", which is now being revised for the fourth Conference of the Parties to the UN Convention to Combat Desertification to be held in 2000.
*Le document de travail des services de la Commission portant sur «les politiques, programmes, instruments financiers et projets de la communauté européenne en matière de lutte contre la désertification dans les pays en développement et les états membres de l'UE », qui fait actuellement l'objet d'une révision en vue de la quatrième conférence des parties à la convention des Nations unies sur la lutte contre la désertification qui se tiendra en 2000.

To some delegations it is decisive that the tax will only apply above a certain level of emissions related to the EC average; NOTES the progress made in the Ad Hoc Working Party on the Commission's proposal for a carbon/energy tax, and that a decision on a fiscal instrument of this nature will need inter alia to define the base for the calculation of the tax; PLEDGES its commitment to the rapid adoption of the proposals for the SAVE directive and ALTENER programme of the Community, and URGES the European Parliament to forward its opinion on these proposals before the meeting of the Council (Energy) in June 1993; STRESSES the importance of joint efforts and effective measures on the part of industrialized countries to combat climate change and therefore AGREES that the Community will also rapidly take an initiative in the OECD framework in order to promote the use of fiscal instruments with a view to an effective and coordinated effort to reduce CO2 emissions, consistent with the Community's own strategy; that at the same time it will continue a constructive dialogue with its other trading partners, energy producers and developing countries; WELCOMES in this context the US administration's proposal for new energy taxes as an important contribution which, together with the tax initiatives of the other OECD countries in this field, helps to meet the Community's demand that the effects on competitiveness of any corresponding tax initiative by the Community be reduced; URGES the Presidency to establish a basis for a decision on a fiscal instrument with a view to accelerating the work in the Council (ECOFIN).
Pour certaines délégations, il est très important que la taxe ne s'applique qu'au-dessus d'un certain niveau d'émissions par rapport à la moyenne de la Communauté ; PREND ACTE des progrès réalisés au sein du groupe de travail ad hoc sur la proposition de la Commission visant à introduire une taxe CO2/énergie et de ce qu'une décision relative à un instrument fiscal de ce type sera nécessaire notamment pour définir la base de calcul de la taxe ; S'ENGAGE à adopter rapidement les propositions concernant la directive SAVE et le programme ALTENER de la Communauté et INVITE le Parlement européen à transmettre son avis sur ces propositions avant la session du Conseil (Energie) de juin 1993 ; SOULIGNE l'importance des efforts déployés en commun par les pays industrialisés et des mesures efficaces qu'ils ont prises pour lutter contre le changement climatique et, dès lors, DECIDE que la Communauté prendra également rapidement une initiative dans le cadre de l'OCDE afin de promouvoir l'utilisation des instruments fiscaux en vue de mener une action efficace et coordonnée de réduction des émissions de CO2 compatible avec sa propre stratégie et qu'en même temps elle poursuivra un dialogue constructif avec ses autres partenaires commerciaux, les producteurs d'énergie et les pays en développement ; SE FELICITE à cet égard de la proposition du gouvernement américain visant à instaurer de nouvelles taxes sur l'énergie, qui constitue une contribution importante qui, conjuguée à l'instauration de taxes par d'autres pays de l'OCDE dans ce domaine, contribue à répondre à la demande de la Communauté de réduire les effets sur la compétitivité de toute taxe d'effet équivalent introduite par la Communauté ; INVITE la présidence à jeter les bases d'une décision sur la création d'un instrument fiscal en vue d'accélérer les travaux du Conseil (ECOFIN).
