Invites the Commission to make full use of the letter and spirit of the Framework Agreement with regard to the special partnership with the European Parliament with a view to setting the priorities of the European agenda in the interest of all citizens; calls for an intensified dialogue with the national parliaments, in particular in the areas of budgetary and financial matters; warns against any attempts to create separate institutions on an intergovernmental basis, which would exclude some countries from decision making and would prevent equal weight being given to the views of all Member States;

The purpose of this Agreement, adopted in accordance with Article 295 of the Treaty on the Functioning of the European Union (TFEU), is to implement budgetary discipline and improve the functioning of the annual budgetary procedure and cooperation between the institutions on budgetary matters as well as to ensure sound financial management.
Le présent accord adopté conformément à l'article 295 du traité sur le fonctionnement de l'Union européenne (TFUE) a pour objet de mettre en œuvre la discipline budgétaire et d'améliorer le déroulement de la procédure budgétaire annuelle et la coopération entre les institutions en matière budgétaire ainsi que d'assurer une bonne gestion financière.
