The priorities for programming in 2001 remain the same as in 2000: presenting high-quality projects to the Management Committee with the aim to reach the mid-point in the percentage range of the country allocation, achieving a balance between environmental projects and the transport sector, and between rail and road. The objective is also to expand activities to air pollution projects, and to co-operate with private-sector partners. This will, however, crucially depend on the capacity of beneficiary countries to present suitable projects to the Commission.
Les priorités concernant la programmation de 2001 restent les mêmes qu'en 2000 : il s'agit de présenter au comité de gestion des projets de qualité afin d'atteindre le pourcentage médian de la dotation nationale, arriver à un équilibre entre projets concernant l'environnement et concernant le secteur des transports, de même qu'entre le rail et la route. L'objectif est également de développer les activités en rapport avec des projets de lutte contre la pollution de l'air, et de coopérer avec les partenaires du secteur privé. In view of this change, the Committee on Transport and Tourism decided to draw up an own-initiative report with the aim of setting out some general principles regarding how air agreements should be evaluated both in terms of substance and the procedures the Committee might adopt to ensure that it was well-informed throughout the course of negotiations and has an opportunity to express its priorities well before being confronted with the yes/no choice of consent.
Compte tenu de cette évolution, la commission des transports et du tourisme a décidé d'élaborer un rapport d'initiative destiné à définir une série de grands principes applicables aux modalités d'évaluation des accords aériens, tant sur le fond qu'en ce qui concerne les procédures qu'elle pourrait suivre pour avoir la garantie d'être correctement informée tout au long des négociations et d'avoir l'occasion de faire part de ses priorités bien avant de devoir se prononcer pour ou contre le texte.

The Committee on Transport and Tourism has therefore decided to table this own-initiative report with the aim of setting out some general principles regarding how air agreements should be evaluated in terms of substance, and of the procedures the committee might adopt in order to remain well informed throughout the course of negotiations and so that it has an opportunity to express its priorities well before being confronted with the final decision and merely being able to adopt or reject it.

RELATIONS WITH THE UNITED STATES - COUNCIL CONCLUSIONS "The Council Recalls the importance of its conclusions of 15 March 1993 and 14 March 1995 concerning the Community's external relations in the air transport sector; Considers that air routes between the Member States and the United States are of major importance to Community carriers; Stresses the need to strengthen the competitiveness of Community carriers on these routes and to take account of the interests of users and of the different regions of the Community; Takes note of the work to ensure that the positions of the Member States are consistent wherever needed; Agrees on the need to continue examining the recommendation for a decision on the negotiations with the United States and the reflections under way on the definition of a platform of common principles; and in this context asks the Commission to carry out a detailed analysis showing whether Community-level negotiations would objectively obtain better results for all Member States and to define a common interest; In this connection requests the Commission better to define the economic implications of comprehensive negotiations for the Community and its Member States in each of the areas identified within the Working Party on Aviation; Stresses the need to study further the problems raised, especially the legal problems, particularly in the light of Opinion 1/94 of the Court of Justice of the European Communities; Consequently calls upon the Permanent Representatives Committee, assisted by the Working Party on Aviation, to prepare a fresh report for the Council meeting in December 1995 suggesting guidelines or priority decisions, in the light also of the detailed analysis of the above elements".
