A variety of information sources are currently available, such as accident reports, ramp inspection reports from the Safety of Foreign Aircraft Programme (SAFA), the investigation and follow-up of incidents, data from occurrence reports integrated into the European Central Repository (ECR), oversight audits including EASA Standardisation Inspections, and information exchange.

Further to these reports which have focused on ramp checks of aircraft of Egypt Air, the competent authorities of Egypt were requested to provide the audit reports for maintenance, continuing airworthiness and flight operations that they carried out on the air carrier. The competent authorities of Egypt transmitted on 10 November the report of the base inspection of Egypt Air in October 2009 which led to the renewal of the AOC of the air carrier.

The continuation of the SAFA programme and an accurate exchange of information on the safety of aircraft using Community airports require that the Community SAFA system be filled with the largest possible amount of information, including the ramp inspection reports not required by Directive 2004/36/EC but which have been carried out in accordance with the procedure established under Annex II of Directive 2004/36/EC.
Pour que le programme SAFA puisse se poursuivre et que l’échange d’informations relatives à la sécurité des aéronefs empruntant les aéroports communautaires soit efficace, il faut que le système SAFA communautaire soit alimenté par un maximum d'informations, notamment les rapports des inspections au sol qui ne sont pas exigées par la directive 2004/36/CE mais qui ont été effectuées conformément à la procédure définie à l’annexe II de la directive 2004/36/CE.

4. The ramp inspection shall be performed in accordance with the procedure described in Annex II and using a ramp inspection report form containing at least the items described in the form set out in Annex II. On completion of the ramp inspection, the commander of the aircraft or a representative of the aircraft operator shall be informed of the ramp inspection findings and, if significant defects have been found, the report shall be sent to the operator of the aircraft and to the competent authorities concerned.
4. L'inspection au sol est exécutée conformément à la procédure décrite à l'annexe II et ses résultats sont consignés sur un formulaire de rapport d'inspection au sol contenant au moins les éléments énumérés dans le spécimen figurant à l'annexe II. À l'issue de l'inspection au sol, le commandant de l'aéronef ou un représentant de l'exploitant de l'aéronef est informé des conclusions de l'inspection au sol et le rapport est adressé à l'exploitant et aux autorités compétentes concernées si des défauts importants sont constatés.

3. Whenever a standard report shows the existence of a potential safety threat, or a ramp inspection report shows that an aircraft does not comply with international safety standards and may pose a potential safety threat, the report will be communicated without delay to each competent authority of the Member States and the Commission.

4. Whenever information concerning aircraft deficiencies is given voluntarily, the ramp inspection reports referred to in Article 4(4) shall be disidentified regarding the source of such information.
