Amérique Latine - Programme régional pour l'utilisation optimale des ressources énergétiques - 7.000.000 ECU L'objectif général du Programme ALURE est de contribuer, en réponse à la demande latino-américaine, à la croissance économique, au développement social et à la protection de l'environnement dans les pays d'Amérique Latine grâce à une évolution efficiente et efficace du système énergétique.

The specific of the ALURE Programme is to provide significant and consistent support for endeavours by institutions and companies (be they public, of mixed ownership or private) in the energy production, distribution and consumption sectors in Latin America countries to supply services whic are efficiently matched to demand.
L'objectif spécifique du Programme ALURE est un appui significatif et cohérent aux efforts des institutions et compagnies (publique, mixtes et privées) des secteurs de production, distribution et consommation d'énergie des pays d'Amérique Latine afin de fournir des services adaptés à la demande efficiente.

4. New types of action: - decentralized cooperation: a broader range of players is encouraging both the transfer of responsibilities from government institutions to civil bodies and the setting up of networks (universities, professional organizations, etc.); - country- and sector-specific strategies (for each area of cooperation. Such strategies already exist for human rights, rural development and decentralized cooperation); - horizontal programmes (e.g. Alfa, AL-invest and Alure); - routine project evaluation.
4. De nouvelles méthodes d'action: - Coopération décentralisée: la diversification des acteurs favorise le transfert d'une partie des responsabilités des institutions gouvernementales aux acteurs de la société civile et encourage la mise en place de réseaux (universités, organisations professionnelles, etcs) - La définition de stratégies par pays et par secteurs (par domaine de coopération: existent d'ores et déja sur les thèmes droits de l'homme, développement rural, coopération décentralisée) - L'établissement de programmes horizontaux (à l'exemple d'ALFA, Al-invest et ALURE). - L'évaluation systématique des projets.
