It should be remembered that the African tropical rainforest is the second largest of the world after the Amazon basin, but the nearest to Europe, and this project thus already applies the spirit of the Fourth Lomé Convention, which stresses as basic objectives "the halting of the deterioration of land and forest, the restoration of ecological balances, the preservation of natural resources and their rational exploitation" (Article 33).
Il convient de rappeler que la forêt tropicale et équatoriale africaine est la plus grande du monde après celle du bassin amazonien, et comme elle est en outre plus proche de l'Europe, on comprendra pourquoi c'est à son propos qu'on trouve le premier exemple de mise en oeuvre de l'esprit de la quatrième convention de Lomé qui, comme objectifs fondamentaux, souligne "l'arrêt de la dégradation du capital foncier et forestier, le rétablissement des équilibres biologiques, la sauvegarde des ressources et leur exploitation rationnelle" (article 33).
