(7) In order to achieve EU air quality objectives and to ensure a continuous effort to reduce vehicle emissions, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFUE) should be delegated to the Commission in respect of the detailed rules on the application of Regulation (EC) No 715/2007 to vehicles of categories M1, M2, N1 and N2 with a reference mass exceeding 2 610 kg but with a maximum technically permissible laden mass not exceeding 7 500 kg, the specific procedures, tests and requirements for type approval, the requirements for the implementation of the prohibition on the use of defeat devices that reduce the effectiveness of emission control systems, the measures necessary for the implementation of the obligation of a manufacturer to provide unrestricted and standardised access to vehicle repair and maintenance information, the replacement of the information on the mass of CO2 emissions in the certificate of conformity with information on total mass of CO2 emissions equivalents, the increase or removal of the limit value of total hydrocarbons emissions for positive ignition vehicles, the amendment of Regulation (EC) No 715/2007 for the purposes of recalibrating the particulate mass based limit values and introducing particle number based limit values that would correlate broadly with the petrol and diesel mass limit values, the adoption of a revised measurement procedure for particulates and a particle number limit value, a limit value for emissions of NO2 and limits for tailpipe emissions at cold temperatures for vehicles approved as complying with the Euro 6 emission limits.
(7) Afin d'atteindre les objectifs de l'UE en matière de qualité de l'air et d'assurer le maintien de l'effort visant à réduire les émissions des véhicules, le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne (traité FUE) devrait être délégué à la Commission pour ce qui concerne les modalités d'application du règlement (CE) n° 715/2007 aux véhicules des catégories M1, M2, N1 et N2 dont la masse de référence dépasse 2 610 kg sans que la masse en charge maximale techniquement admissible dépasse 7 500 kg, les procédures spécifiques, les essais et les prescriptions pour la réception par type, les prescriptions pour la mise en application de l'interdiction d'utiliser des dispositifs de manipulation qui réduisent l'efficacité des systèmes de contrôle des émissions, les mesures nécessaires à la mise en application de l'obligation faite aux constructeurs de fournir un accès illimité et normalisé aux informations sur la réparation et l'entretien des véhicules, le remplacement, sur le certificat de conformité, des informations concernant les émissions massiques de CO2 par des informations concernant la masse totale des émissions en équivalents CO2, le relèvement ou le retrait de la valeur limite pour les émissions d'hydrocarbures totaux dans le cas des véhicules à allumage commandé, la modification du règlement (CE) n° 715/2007 afin de rééchelonner les valeurs limites fondées sur la masse de particules et d'introduire des valeurs limites fondées sur le nombre de particules afin d'obtenir une large corrélation entre ces valeurs et les valeurs limites de masse pour l'essence et le gazole, l'adoption d'une procédure révisée de mesure des particules et une valeur limite pour le nombre de particules, une valeur limite pour les émissions de NO2 et des limites pour les émissions à l'échappement à basses températures pour les véhicules réceptionnés déclarés conformes aux limites d'émissions Euro 6.

5. A delegated act adopted pursuant to Articles 8(3), 22(4), 26(3), 29(2), 36(7), 45(6), 46(2), 47(3) and 47(5) shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of four months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object. That period shall be extended by two months at the initiative of the European Parliament or of the Council.

A delegated act adopted pursuant to Article 3(4)(d), Article 5(5), the third subparagraph of Article 17(3)(c), Articles 19 (5), 19 (6) and 19 (7) shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of 2 months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object. That period shall be extended by 2 months at the initiative of the European Parliament or the Council'.
