5. A delegated act adopted pursuant to Articles 12, 14, 26b, 43, 50a, 51, 60, 61, 62, 64, 75, 78, 81, 95 and 111 shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of three months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object.
5. Reiterates the decisions taken by the Conference of Presidents at its meetings on 13 January 2011 and 19 April 2012 in relation to delegated and implementing acts, and stresses that Parliament should always insist on the use of delegated acts for all powers delegated to the Commission that fulfil the criteria set out in Article 290 TFEU, and that files in which the institutional rights of Parliament as regards the inclusion of delegated acts are not safeguarded should not be put on the plenary agenda for a vote leading to an agreement; emphasises that Parliament should, already at the start of the negotiations, flag the issue of delegated and implementing acts as a key institutional issue for Parliament;
3. rappelle les décisions prises par la Conférence des présidents lors de ses réunions des 13 janvier 2011 et 19 avril 2012, relatives aux actes délégués et aux actes d'exécution, et souligne que le Parlement doit toujours insister sur le recours aux actes délégués pour tous les pouvoirs délégués à la Commission répondant aux critères énoncés à l'article 290 du traité FUE, et que les dossiers dans lesquels les droits institutionnels du Parlement concernant l'inclusion des actes délégués ne sont pas protégés ne doivent pas être mis à l'ordre du jour de la séance plénière pour un vote conduisant à un accord; souligne que le Parlement devrait, dès le début des négociations, soulever la question des actes délégués et des actes d'exécution comme étant une question institutionnelle majeure pour lui;

A delegated act adopted pursuant to 4(1b) and (2a), the second paragraph of Article 7, Article 9(4c) and Article 10(1) shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of two months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object.

4. As soon as it adopts a delegated act, the Commission shall notify it simultaneously to the European Parliament and to the Council. 5. A delegated act adopted pursuant to Article 23 shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of two months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object.
