Regulation (EC) No 1774/2002 of the European Parliament and of the Council of 3 October 2002 laying down health rules concerning animal by-products not intended for human consumption lays down animal and public health rules for the collection, transport, storage, handling, processing and use or disposal of animal by-products, to prevent those products from presenting a risk to animal or public health.

Based on that information, it can be concluded that the Emirate of Dubai can provide the necessary guarantees to ensure that dairy products produced in the Emirate of Dubai from raw milk of dromedary camels are in conformity with the applicable animal and public health requirements for imports into the Union of dairy products from third countries or parts thereof at risk of foot-and-mouth disease listed in column C of Annex I to Regulation (EU) No 605/2010.

19 (1) Where the Minister believes on reasonable grounds that a product regulated under an Act or provision that the Agency enforces or administers by virtue of section 11 poses a risk to public, animal or plant health, the Minister may, by notice served on any person selling, marketing or distributing the product, order that the product be recalled or sent to a place designated by the Minister.

The key elements of the Agreement are: recognition of each others' animal health status and their decisions on regionalisation for the major animal diseases; a step by step procedure to evaluate equivalence of sanitary measures; provisions on simplified certification for products for which equivalence is recognised; reduced frontier checks on imported products; communication/cooperation provisions; full maintenance of the respective levels of protection for animal and public health; safeguard provisions that reserve the rights of each party in a situation of a serious risk to animal or public health.
