Is convinced that it is key for achieving the energy savings target that public authorities at national, regional and local level lead the way; calls on public authorities to go well beyond the requirements set in the Energy Performance of Buildings Directive, in particular by renovating their existing stock as early as possible to a level comparable to nearly zero energy standard, where technically and economically feasible; acknowledges on the other hand that existing budgetary restrictions in particular at regional and local level often limit the capability of public entities to invest up front; calls on the Commission and the Member States to facilitate and promote the emergence of innovative solutions to address this problem including Energy Performance Contracting or market-based instruments, as well as inviting public authorities to consider cost-savings through multi-annual budget frameworks where this is not being done already;
33. est convaincu qu'il est essentiel que les autorités publiques montrent l'exemple à l'échelon national, régional et local afin de réaliser l'objectif d'économie d'énergie; demande aux autorités publiques d'aller largement au-delà des obligations visées par la directive sur la performance énergétique des bâtiments, en procédant notamment, dans les plus brefs délais, à la rénovation de tout leur stock immobilier existant et en se fixant pour objectif, partout où cela sera techniquement et économiquement faisable, d'atteindre un niveau comparable à la norme d'une consommation d'énergie proche de zéro; reconnaît cependant que les restrictions budgétaires existantes, en particulier au niveau régional et local, restreignent souvent la capacité des organes publics à investir pour l'avenir; invite la Commission et les États membres à faciliter et à promouvoir l'émergence de solutions innovantes afin de répondre à ce problème, notamment en recourant aux contrats de performance énergétique ou aux instruments fondés sur le marché, et en invitant les pouvoirs publics à envisager de réaliser des économies de coûts par le biais de cadres budgétaires pluriannuels, lorsque cela n'est pas déjà fait;

The energy performance of a building shall be expressed in a transparent manner and shall include an energy performance indicator and a numeric indicator of primary energy use, based on primary energy factors per energy carrier, which may be based on national or regional annual weighted averages or a specific value for on-site production.
